# DC2021-06-0016 — Geothermal Safety, Health and Environment Code of Practice

## GENERAL PROVISIONS

### Section I. Safety, Health and Environment Policy Statement

1. The Employer bears the **primary responsibility** to provide a safe workplace while protecting the health of Workers and the surrounding environment. Safety, health, and environmental concerns must be thoroughly integrated in the Employer's management policy.

2. The Employer, as a matter of policy, shall:
   - a. Issue a general SHE policy statement in writing in accordance with Rule 3, Section 9 of RESHERR;
   - b. Give importance to SHE aspects by creating a SHE committee under the direct supervision of top management;
   - c. Establish a system to implement and monitor compliance of contractors and sub-contractors to SHE policy and related requirements;
   - d. Implement programs with corresponding budget allocation to ensure compliance with relevant government SHE rules, regulations, and codes; and
   - e. Establish an Emergency Preparedness and Disaster Management Plan to address any incident that may pose serious and imminent danger to Workers, the environment, and the community.

### Section II. Definition of Terms

Terms defined in other regulations or the Occupational Safety and Health Standards (OSHS) shall have the same meaning in this Circular. Key definitions specific to this issuance:

- **Authorized Personnel** — Worker who has been trained and/or licensed/certified to do the task, duly authorized by the Employer.
- **Bureau** — Renewable Energy Management Bureau (REMB) of the Department of Energy.
- **Confined Space** — Area that has hazardous atmosphere, restricted means for entry and exit, and/or not designated for continuous worker occupancy.
- **Employer** — Principal employer, service/operating contractor referred to in a RE Service/Operating Contract, and other contractors or subcontractors engaged in RE Operations, whether natural or juridical, acting alone or in consortium.
- **Environment** — Workplace Environmental Measurement as provided for in OSHS.
- **FCRS (Fluid Collection and Re-injection System)** — Pipelines and separator vessels designed to supply geothermal steam for electrical power generation. For water-dominated geothermal fields, geothermal fluid undergoes phase separation: separated steam is delivered to the Power Station, and separated brine is re-injected back to the geothermal reservoir.
- **Procedure** — Formal step-by-step instruction describing how a specific task or work activity should be done.
- **Program** — Plan under which action may be taken toward a goal.
- **SDS (Safety Data Sheet)** — Provides workers and emergency personnel with procedures for handling or working with a substance in a safe manner, including physical data, toxicity, health effects, first aid, reactivity, storage, disposal, protective equipment, and spill-handling procedures.
- **Standard** — Specifications or guidelines on how things should be done.
- **System** — Organized scheme of how things are done; includes procedures and policies describing how an organization works.
- **Worker** — Any member of the labor force, regardless of employment status.

## Section III. Safety, Health and Environment Practices

The Employer is required to formulate and implement a Safety and Health Program consonant with RA 11058 (OSH Law). The SHE Program shall include the following safety measures:

### A. General Safety

**1. Office Safety** — Office maintenance and housekeeping program in place; prohibit horse playing; only Authorized Personnel to operate equipment; shut off electrical equipment when not in use; smoking in designated areas only; ergonomics program in place.

**2. Personal Protective Equipment (PPE)**
- Employer shall have a PPE program; provide adequate PPE at no cost to Workers meeting at least OSHS requirements or applicable industry standards (ANSI, ASTM, etc.);
- Workers shall be trained on selection (fit-test), use, storage, and maintenance of approved PPE;
- All workplaces requiring PPE shall be identified; adequate signs/warnings posted;
- PPE shall be inspected regularly and properly maintained; defective/damaged PPE use prohibited;
- **Hard hat** in designated "HARD HAT AREA"; **eye protection** for chemical handling and dust/impact areas; **face shields** for flying particles, splashes of molten metals, and hot solutions; **hearing protection** at ≥85 dB for 8-hour exposure; **respiratory protection** for airborne contaminants; **gloves** for toxic materials and energized electrical circuit work; appropriate PPE for hot works (welding mask, respirator, gloves, aprons, leggings); **full body harness and/or lifelines** for work at heights ≥6 feet (2 meters); **safety shoes** as required.

**3. Housekeeping** — Procedures covering: passageways and aisles (ingress/egress); domestic and process waste management (generation, collection, segregation, storage, disposal); storage and stacking of materials/tools/equipment; signage (directional/instructional); barricades and zoning; building and ground maintenance; pest and rodent control; control for stray animals.

**4. Laboratory Safety** — Chemicals and wastes handled, stored, labeled, and disposed per RA 6969 (Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990); SDS available at all times; permits and licenses from regulatory bodies (DENR-EMB, PNP, PDEA) for applicable chemicals; safe work procedures for: geoscientific/environmental sampling, field data gathering, laboratory analysis, instrument operation, chemical handling, and waste collection/storage/transport/treatment/disposal; all volatile/hazardous materials handled in fume hood; compressed gas cylinders per Section III.M; eyewash stations and emergency showers available and regularly maintained; laboratory instruments calibrated per operating manual.

**5. Safety Signage** — Posted in prominent positions at strategic locations in a language understandable to all, per RA 11058 and its IRR.

**6. Safety Officer** — Shall: (a) oversee overall management of SHE program; (b) frequently monitor and inspect SHE aspects with supervisors and workers; (c) assist government inspectors during SHE inspection and accident investigation; (d) issue work stoppage orders when necessary per OSHS requirements.

**7. Safety Orientation** — All visitors and contractors must complete a site-specific safety induction to be aware of all safety rules, regulations, and emergency procedures.

**8. Buddy System** — Required for high-risk activities including: working at heights; working with electricity; working in confined spaces; working with hazardous substances and equipment; working with materials at great pressure; working with the public where there is potential for violence; working with various kinds of terrain; and working near bodies of water. For lone workers, an assigned buddy must be: fully aware of the lone worker's movements; have all necessary contact details; have details of known breaks or rest periods; attempt to contact the lone worker if not contacted as agreed; follow agreed escalation procedures if the lone worker fails to contact within reasonable timescales.

**9. Worker Training** — Employers shall ensure Workers attend fit-for-purpose safety training (may be conducted by Safety Officer, DOLE-accredited Safety Training Organizations, Safety Practitioners, or Safety Consultants). TESDA training and certifications required for special kinds of works (electricians, scaffold erectors, riggers, crane operators, etc.).

### B. Safety, Health and Environment Plan

SHE planning begins with anticipating and understanding hazards in the workplace and assessing risks. Risks addressed by levels of management appropriate to the nature and magnitude of the risk.

- a. Prior to work, Employers shall submit a SHE Plan duly signed by the Project Manager and specific to the project. The SHE Plan shall describe SHE issues and risks;
- b. SHE Plan shall comply with applicable laws, decrees, administrative rules and regulations, relevant Employer policy, operating procedures, and relevant best practices;
- c. Employer shall not start work without a SHE Plan accepted by local authorities where required;
- d. Prior to starting work, all Workers shall participate in a SHE orientation with a designated Employer representative; and
- e. Prior to any work, Employer shall perform a **Job Hazard Analysis (JHA)** that: carefully studies and records each job step; identifies existing and/or potential equipment, environmental, or action-generated job hazards; determines the best way to perform the job to reduce or eliminate hazards. JHA shall be communicated to and signed by all Workers who will participate.

### C. Emergency Preparedness and Disaster Management

- a. Develop site-specific emergency preparedness and disaster management plans to ensure safety of Workers, contractors, operations, and affected communities;
- b. Provide necessary human, equipment, and material resources to execute emergency response plans;
- c. Communicate plans to Workers, contractors, communities, regulatory agencies, and stakeholders; coordinate with outside authorities; establish clear roles, responsibilities, and resources;
- d. Plan and conduct periodic emergency and evacuation drills;
- e. Review and revise emergency plans after critique of drills or actual emergencies; apply corrective and improvement actions; share best practices;
- f. Align and integrate emergency plans with business planning; and
- g. Implement site-specific plans with urgency to ensure safety of people and prevent loss of life and property.

### D. Safety and Health Communication Program

Establish a culture encouraging open communication and informed decision making. May include: monthly safety meetings; Safety and Health Bulletin Boards; safety posters, announcements, and materials; Company intranet and Safety and Health webpage; Safety and Health Performance Awards; Lessons Learned Bulletins and First Alerts; contests (slogans, posters, suggestions, etc.); and surveys and questionnaires.

### E. Incident Reporting and Investigation

Develop, implement, and maintain standard processes for reporting and investigation of hazards, injuries, illnesses, incidents, and system failures.

- a. Report to Bureau and DOLE Regional Office in writing of all accidents, fatality, and results of Lost Time Accident investigations in accordance with RESHERR Rule 4 Section 14;
- b. **Immediate notification** (fastest available means, within **24 hours**) required for: fatal accidents; hospitalization of 3 or more persons; accidental detonation of explosives; explosion or blowout; accidental/over-exposure to ionizing radiation; accidental exposure to IDLH levels of toxic substances; and property damages amounting to **PhP 1,000,000**;
- c. Investigate incidents (including near misses) by Authorized Personnel to identify and analyze root causes and system failures; and
- d. Identify and implement corrective actions and continual improvement opportunities.

### F. Workplace Monitoring and Control

**1. H2S Safety** — Employer shall have H2S monitoring and control program; only trained personnel in areas with potential H2S exposure; evaluate each job for H2S hazard; regular monitoring by Authorized Personnel; warning signs for H2S detection equipment and supplied air-breathing equipment; immediate reporting of H2S areas; **buddy system is a MUST** when working in area suspected to have high H2S concentration; wind direction monitored prior to and during work where H2S may be present (flags or windsocks at strategic locations); H2S IEC program; emergency procedures for accidental discharge; SCBA used by Authorized Personnel when responding to H2S release.

**2. Permissible Noise Exposure** — Employer shall have a hearing conservation program for exposed Workers; comply with noise exposure threshold under OSHS.

**3. Illumination** — Skylights and windows located for uniform daylight conditions; all occupied offices and buildings illuminated per OSHS; automatic emergency lighting in stairways, exits, workplaces, and passages per Philippine Building Code and Fire Code; adequate ground lighting.

**4. General Ventilation** — Suitable atmospheric conditions maintained; natural and/or artificial ventilation in all work areas; minimize process-related airborne hazards at the source.

**5. Extreme Temperature** — All Workers exposed to extreme temperature shall wear suitable PPE; facilities shall undergo re-evaluation for redesign or engineering control; risk assessment for areas with possible extreme temperature exposure.

**6. Radiation** — All potential sources of electro-magnetic radiation (switchyards, high voltage power lines, transformers) shall be identified and isolated (fenced); radiographic testing area designated as a Restricted/High Hazard area with barricades and warning signs; personal dosimeters (TLD and direct reading dosimeters) worn by radiographers at all times; work conducted when minimum Workers are in vicinity (after normal hours where possible); radiographic testing materials require appropriate permits and signage; vessels/pipes must be adequately drained before tests.

### G. Lock-Out, Tag-Out and Try Out (LOTOTO) Procedures

All LOTOTO covered by work permit system; only Authorized Personnel; procedures involve: identify energy type and magnitude; shut down using normal stopping procedure; apply individual lock(s) and tag(s) on energy isolating devices; block, brake, and secure all equipment; drain/vent/ground all stored energy to zero-energy state; test operating controls to verify machine will not operate; notify Workers of lockout status; after servicing: check area clear of Workers, remove tools, reinstall guards, remove lockout/tagout devices, restore energy, notify Workers. Lock-out and tag-out devices shall not be used for other purposes.

### H. Electrical Works Requirements

All electrical works covered by work permit system; all electrical systems per latest Philippine Electrical Code; only Electrical Practitioner authorized by Employer per RA 7920 (New Electrical Engineering Law of 1995); buddy system required for all electrical works at 120V and above; workers shall remove all metal jewelry before electrical tasks; required clearances per Philippine Electrical Code for high-voltage lines; materials, tools, and equipment inspected before and after use; electrical tools and equipment properly guarded and grounded; inspection and maintenance program; no circuits energized without supervisor clearance; LOTOTO per Section III.G; proper marking of areas and cabinets with electric power; first aid and emergency response team available; hazardous electrical wastes properly managed; electrical safety training required.

### I. Demolition Requirements

Pre-demolition: appoint Authorized Personnel with demolition experience in writing; obtain and examine original drawings for changes and utility locations; decide method in consultation with Workers; shut off and disconnect all utility services (steam, electricity, gas, water) outside demolition line; tanks, vessels, and pipelines completely disconnected; protect adjacent structures from debris; barricades with "Danger - Demolition in Progress" signs; traffic management plans; notify supervisor before demolishing structures with asbestos or PCB-containing equipment.

Demolition execution: safe access/egress at all times; remove nails from timber; all glass removed from windows/doors/partitions before structural demolition; steel construction demolished column length by column length, tier by tier; no welding or hot cutting on tanks/vessels/pipes that contained explosive/flammable material until substance and vapors are removed; mechanical equipment with wire mesh guards over windows; continuing inspections during work for weakened floors, unsupported walls, loose material.

### J. Working in Confined Spaces

Confined space entry shall be: assessed and approved by Authorized Personnel; administratively controlled using work permit system; space properly isolated and all hazardous energy sources controlled; gas-tested by Authorized Personnel using calibrated equipment in this order: (a) Oxygen content (at least 19.5%, not more than 23.5%); (b) Combustibles (LEL < 10%; 0% preferred); (c) Toxic Gases: H2S < 10 ppm, CO < 25 ppm.

If any parameter above normal levels, area shall not be entered until ventilation by blower is effected. Atmosphere continuously monitored; approved breathing apparatus and PPE provided; no Workers enter confined space unless a watcher is available (watcher must also have breathing apparatus ready); one Attendant per entry point; at least one Worker with calibrated personal multi-gas monitor; Emergency Response Team in place where necessary; all Workers to complete appropriate confined space entry training; no smoking/open flames until fire/explosion risks eliminated; no volatile solvent spraying/painting unless adequate respiratory protection provided; any unattended manhole/opening barricaded with appropriate warning signs and lighting; adequate means of ingress and egress provided; welding or cutting in confined spaces per OSHS. Minimum gas thresholds per Section III.J.

### K. Work Permit System

Work permit system required for the following 13 work types: (a) Electrical and Mechanical LOTOTO; (b) Confined Space Entry; (c) Hot Work; (d) Excavation; (e) Hazardous Materials Handling; (f) Work at Heights; (g) Critical Lifts; (h) Radiation; (i) Blasting; (j) Demolition; (k) Bypassing Critical Protection; (l) Simultaneous Operation; and (m) Any activity that may adversely affect the safety and health of people and the environment with significant potential for injury or environmental incident.

Permit minimum content: Permit Number; Authorized permit Requestor and Issuer/Approver; Date of Issue; Work Methodology and Description; Period of Validity; Work Precaution Checklist; Protective Measure Checklist; Work Party Acceptance; Emergency Response/Equipment; Environment Monitoring; Job Hazard Analysis and Control; Work Carry Over (Turnover of Unfinished Work); and Sign Off (Closing).

Control for issuance and recording of all permits; permits posted in the work area; work stopped immediately if permit conditions violated or emergency occurs; assessment for other facilities and equipment; Workers trained on application procedures; periodic safety audit.

### L. Hazardous Materials Handling, Storage and Disposal

All toxic chemicals and hazardous wastes managed per RA 6969; SDS readily available and communicated; maintain a register on site for movement, storage, use, and disposal of hazardous materials; required details include: material description (product name, source/manufacturer, use/purpose, quantity stored/used/disposed); all potential hazards; risk assessment; safe work procedures; required permits; information and training requirements; method of removal upon completion; method of disposal; emergency response measures.

Storage per SDS requirements with consideration of chemical compatibility; appropriate PPE as prescribed; all exposed Workers given immediate proper medical attention for untoward effects from toxic chemicals.

### M. Compressed Gas Handling and Storage

Gas cylinders chained/supported upright in secured, well-ventilated areas; cylinder cap properly installed when not in use or when being moved; cylinders labeled, stored, and secured in designated areas per applicable industry and regulatory standards; hoses, gas regulators, and accessories regularly inspected and maintained; appropriate shut-off tool/spanner readily available; flashback arresters always available and properly installed; compressed gas cylinders prohibited inside confined spaces; appropriate handling equipment (cart or wheeler) used when transferring cylinders.

### N. Flammable Liquids Handling, Storage, Labelling and Disposal

Stored, labeled, handled, and disposed per SDS recommendations and applicable OSHS/DENR standards; approved safety pumps used when transferring liquids; appropriate safety containers for transport; adequate fire control and fire-fighting equipment in areas with flammable liquids; shall not be discharged into sewers, drainage, canals, or natural waterways; empty flammable containers disposed per manufacturer's instructions and local regulatory requirements; hauling of flammable/combustible liquids per DENR standards.

### O. Explosives Storage, Use, Transportation and Disposal

Government laws on use, storage, and transportation of explosives strictly observed; manufacturer's instructions followed; blasting machines disconnected from firing circuit before and after charge is fired; only certified blasters or those under direct supervision of a certified blaster shall handle, prepare, load, fire, burn, or destroy explosives; explosives transported per applicable regulations with appropriate security escort at all times; theft or loss immediately reported; warning signs for radio transmitter use posted 1000 feet (304.8 meters) from blasting area; all access points guarded until "ALL CLEAR" sounded; explosives stored in magazines per regulatory standard; dynamites separated from blasting caps/fuses when stored/transported; vehicles transporting explosives not marked unless required; only Authorized Personnel handle explosives; explosive magazine constructed per standards with at least 2 ventilation outlets; stacking boxes of explosives only to eye level; perimeter gates/doors provided with 2 locks each (one military, one company custodian); no smoking around explosives; military escorts during transport.

### P. Warehouse Safety

Well-ventilated and well-lighted per latest Philippine Electrical Code, DOE Manual of Practice on Efficient Lighting, and IIEE Manual for LEED Compliant Lighting System Design; fire sprinkler system per National Building Code if provided; adequate fire extinguisher at strategic places per Fire Code; adequate clearance between stocks/wall and between aisles; enough space for material handling equipment; materials stored in open areas protected from weather and not in direct contact with bare soil; eyewash stations available and regularly maintained; shelves labeled to indicate their capacity.

### Q. Ladder Safety

Key requirements: inspect ladders before and after use; maintain free of oil, grease, and slipping hazards; do not load beyond maximum intended load or manufacturer's rated capacity; use only for designed purpose; use only on stable/level surfaces; secure ladders in passageways/doorways/driveways; non-conductive side rails if ladder could contact energized electrical equipment; **3-point contact** (two hands and a foot, or two feet and a hand) when climbing/descending; do not carry objects that could cause loss of balance; parallel, level, and uniformly spaced rungs/cleats/steps; do not tie or fasten ladders together unless specifically designed for such use; if total climb ≥24 feet (7.32 meters), equip with safety devices or self-retracting lifelines and rest platforms; immediately tag defective ladders with "DO NOT USE"; allow only one Worker on a ladder at a time.

### R. Lightning Protection

Lightning protection system installed in geothermal structures and lifting equipment, especially on facilities with sensitive electronic equipment; installed by trained and qualified lightning protection specialists; comply with NFPA/latest Philippine Electrical Code; other electrical works per Section III.H.

### S. Facility Improvement Works

**1. Excavation and Filling Works** — Covered by work permit system; only Authorized Personnel to supervise; Civil Engineer or qualified professional for soil type analysis and excavation near buildings/roads/retaining walls or deeper than 20 feet (6.1 meters); protective systems (shoring, bracing, sloping, benching, shields) for excavations ≥4.9 feet (1.5 meters) designed by Civil Engineer; locate and expose underground pipelines and utilities by hand before using mechanical excavators; proper barricading with safety and warning signs; spoils and materials kept ≥3.3 feet (1 meter) from edge; confined space entry permit required for entry into excavations/trenches deeper than 3.9 feet (1.2 meters).

**2. Concreting and Structural Works** — Work permit system for structural works at heights and oxy-acetylene/welding works; standard scaffoldings and full body harness at heights; lifting and rigging per OSHS; rescue plans.

**3. Road Works / Earth Moving** — Only Authorized Personnel to supervise and operate equipment; traffic management plans; heavy equipment shall have spotter to assist the operator.

**4. Piping and Insulation Works** — Only Authorized Personnel to supervise and conduct; all piping and insulation works covered by work permit system; all coded piping works (high pressure pipe welding, hot tapping) shall have detailed and approved safe work procedures; coded piping work wastes properly disposed per environmental regulations.

**5. Hot Works** — Covered by work permit system; only Authorized Personnel to supervise and conduct; Fire Watch assigned whenever hot work performed in locations where other than a minor fire might develop; hot work area gas tested if area has potential presence of flammable gas (flammable atmosphere must be < 10% LEL before work is allowed); combustible/flammable materials removed from work area; items that cannot be removed covered with fire-retardant blankets; floors always kept clean in hot work areas.

**6. Mechanical and Equipment Installation** — Mechanical Engineers to supervise per RA 8495 Articles IV, §§33–35; secure permit to install before installation and permit to operate before operation from DOLE Technical Safety Inspection; all mechanical and equipment installation covered by work permit system; appropriate lifting equipment and procedures used.

### T. Motor Vehicle and Heavy Equipment Operations

Only Authorized Personnel may supervise and operate; valid driving license and mandatory government certifications for the equipment; operators under influence of liquor/drugs or medication affecting vision/judgment/reflexes are prohibited; all motor vehicles and heavy equipment shall be: provided with basic emergency tools (early warning device, choke block, fire extinguisher); subjected to pre-use inspection; loaded only up to rated capacity; subjected to scheduled preventive maintenance; all vehicles and heavy equipment equipped with prescribed seat belts; vehicles deemed unsafe removed from service immediately; only Authorized Personnel conduct repairs; vehicles with restricted vision shall not be moved in vicinity of workers without a designated signal man or spotter; Journey Management Plan for non-routine trips and high-risk journeys (oversized cargoes, unpaved roads, roads with dangerous curves).

### U. Hoist and Lifting Works Operations

Only Authorized Personnel supervise and operate hoist and lifting equipment; only authorized rigger to direct and guide hoist and lifting operations; operators under influence of liquor/drugs prohibited; all equipment per applicable industry and regulatory standards; pre-use inspection by authorized operator; loaded up to rated capacity only; scheduled preventive maintenance per manufacturer's recommendations; critical lift works covered by critical lift procedure; load calculations for all critical lifts; one designated spotter (flagman); barricade operating area of lifting device; no Worker to stand beneath any suspended load being lifted, moved, or lowered.

### V. Working at Height and Protection from Falling Objects

All structures designed/built to appropriate standards; suitable exclusion zones established and maintained underneath working at height activities; Workers trained and competent in all working at height and rescue systems; Workers provided with suitable work-positioning device with compatible connectors; hoisting equipment properly rated and maintained; all tools and equipment at height fitted with lanyard where possible; capture netting used where practicable; approved tool bag for raising/lowering tools or materials; avoid tower installation/maintenance during poor weather or risk of lightning strikes; emergency rescue plan for Workers stranded or incapacitated at height; required PPE per Section III.A.2.

### W. Fire Hazards, Protection and Control

**General objective:** All geothermal operators shall establish a fire prevention and control program per RA 9514 (Fire Code of the Philippines of 2008).

**Fire extinguishers:** Monthly inspections; maintained in good operating condition; durable inspection tags attached; installed in strategic locations; tampering of markings prohibited; hydro testing records per manufacturer's specifications; conform to Fire Code and DAO 2000-18 (Chemical Control Order for ODS).

**Fire hydrants, hoses, and accessories:** Per Fire Code; monthly inspection and testing by Authorized Personnel; firefighting equipment at strategic locations free from obstructions; tampering of fire alarms and valves prohibited; damaged parts immediately repaired or replaced.

**Firebreaks:** Sufficient length and width to contain fire and allow firefighting vehicle passage; erosion control measures incorporated on sloping ground.

### X. Scaffolding Safety

Per DOLE DO No. 128-13.

**1. General Requirements** — Erect, move, dismantle, or alter only under supervision of a qualified scaffolder; scaffolds and components capable of supporting without failure their own weight and at least **4 times the maximum intended load**; scaffold products from different manufacturers shall not be mixed unless specifically designed together; scaffold shall never be erected within **10 feet (8 meters)** of power lines; riding on a moving mobile scaffold is prohibited; guardrails, midrails, and toeboards on all open sides and ends of platforms ≥6 feet (1.8 meters) above floor; guardrails approximately 42 inches (106.7 cm) in height; toeboards of 4 inches (10.2 cm) height; scaffold planks extend over end supports by not less than 6 inches and not more than 12 inches (30.5 cm); any damaged scaffold immediately repaired or replaced; daily inspection permit maintained; color-coded scaffold tags: green (safe for use), yellow (special requirements), red (DANGER - UNSAFE FOR USE); rolling scaffold wheel locking devices engaged when stationary; scaffold tower/rolling scaffold not to exceed **4:1 base-to-height ratio** without structural bracing; all suspended scaffolds require independent safety lines for each Worker; full body harness when working from any suspended scaffold.

**Scaffolding components requirements:** Materials in good condition, steel free from rust, mandatory inspection before use; foundation capable of supporting 4 times the maximum intended load; timber sills at least 23 cm wide by 3.8 cm thick under at least two posts; screw jacks not adjusted more than two-thirds of total thread length; scaffolds anchored or secured to permanent or rigid structures (or guys and sway bracing used); posts pitched on 6 inches × 6 inches steel plate; longitudinal diagonal bracing at approximately 45° angle; ties spaced every other lift and every 19.6 feet (6 meters) along the face; planks extend not less than 6 inches over end supports; mid rails to withstand 150 lbs force; toeboards at least 4 inches high; access provided to working platforms; scaffolds >19.6 feet (6 meters) in height to be designed by a structural engineer and erected/dismantled by TESDA certified erectors.

**Training and competency:** Competent person must hold COSH Training Certificate from DOLE and TESDA Scaffold Erection Certificate and have at least 2 years' experience; scaffold erectors must hold One Day Workers Safety Organization certificate from DOLE and TESDA Scaffold Erection National Certificate.

### Y. Machine Shop Safety

Only Authorized Personnel may use the machine shop; required appropriate PPE; buddy system; no eating/drinking/smoking; clean floor free of grease/oil; prohibit horseplay and running; no loose jewelry, clothing, long sleeves, ties; long hair tied back; always have eyewash and first aid kit station; post machine user guides and safety manuals.

### Z. Tools, Equipment and Machinery Operations

Workers use only authorized tools, equipment, and machines; examine each before use and report damage; all tools/equipment/machines maintained with regular maintenance; operate per manufacturer's instructions; properly grounded before use; iron/steel hand tools that produce sparks — use spark-resistant non-ferrous tools near flammable substances; air supply shut off when pneumatic tools not in use; pointed/sharp tools provided with cover; do not leave tools unattended; disconnect tools before servicing, cleaning, or changing accessories; electrical hand tools shall not be used in combustible environments without supervisor certification and Hot Work Permit.

### AA. Machine Guarding

All moving parts of prime movers, transmission equipment, and dangerous parts of driven machinery shall be effectively guarded; no person shall remove or make ineffective any safeguard unless authorized and machine is stopped for immediate repair/adjustment; warning signs installed near machine being repaired or with guards removed; guards reinstalled before machine is used; guards shall: provide positive protection; prevent all access to danger zone; cause no unnecessary inconvenience; operate automatically or with minimum effort; be suitable for job and machine; not obstruct machine oiling/inspection/adjustment/repair; withstand long use with minimum maintenance; resist normal wear and shock; be durable, fire and erosion resistant; and not constitute a hazard in themselves.

### BB. Biological Safety

**General requirements:** All field activities covered by work permit system; required PPE (long pants, long-sleeve shirts, shin guards, heavy high-top shoes or hiking boots, walking sticks); Worker training on safe methods and prevention for hazardous procedures commonly encountered during outdoor field work.

**Bees and wasp stings:** Avoid known areas of concentration; leave the area if flying insects present (do not swat); avoid sugary foods, drinks, and strong fragrances; wear long pants and long-sleeve shirts; seek immediate medical attention if stung.

**Snake bites:** Ask local residents about snakes and employ local resident as guide; keep eyes on path and avoid stepping into vegetation clumps; do not step over logs or large rocks if unable to see over them; wear long pants, long-sleeve shirts, heavy high-top shoes or boots, gloves, and use walking sticks; do not kill non-poisonous snakes (they keep the population of poisonous snakes down); never pick up an apparently dead snake with bare hands (severed snake head can inflict deadly bite for 15–30 minutes after separation); if bitten, seek medical assistance immediately; antivenin from Research Institute for Tropical Medicine (RITM).

**Leeches:** Wear appropriate protective clothing; rest in spots with direct sunlight (leeches do not exist in dry and hot places).

### CC. Geohazards Requirements

The Employer shall establish a geohazard assessment team; team shall identify geohazards (landslides, flooding, rockfall prone areas) within the contract area and nearby vicinities; Employer shall initiate mitigating engineering and administrative measures and formulate emergency/contingency plans; team shall meet annually or as the need arises; all Workers and communities properly informed of major geohazards through illustrations (maps, posters, signages, drawings) in public places; in occurrence of geohazard events (landslides, earthquakes, floodings), the Disaster Emergency Preparedness/Contingency Plan and Response Team shall be deployed.

## Section IV. Power Plant Facilities

### A. Power Plant Safety

All Workers qualified, trained, and oriented on OSH; only Authorized Personnel to conduct repairs and calibration; all power plants shall establish work procedures for: start-up and shut-down; emergency; normal and abnormal operation; and operation and maintenance for: pressure vessels, pumps, condensers, cooling towers, turbines and generators, electrical and instrumentation, fans and blowers. Procedures shall include hazard identification, analysis, mitigation, and emergency response. All works covered by work permit system.

### B. Control Room Safety

Only Authorized Personnel allowed to manipulate control panel knobs, buttons, and switches; air conditioning maintained continuously; doors always closed to reduce outside air infiltration/cooling loads and H2S contamination; "NO SMOKING" areas; LOTOTO procedure and clearance strictly complied with; automatic/emergency lighting system provided at access and egress; circuit breaker/panel doors always closed; control and power meter panel to have safety floor markings; emergency button of control panel shall have interlock and cover to prevent accidental force shutdown.

### C. UPS and Battery Bank Room Requirements

Only Authorized Personnel allowed to enter; air conditioning at ≤15°C for electronic equipment cooling; door always closed to reduce H2S contamination; battery bank free from leaking solutions; exhaust ventilation per PSME Code with spare fan available; DC system readily available when interrupted; eyewash station near battery room; regular check of battery electrolyte and specific gravity; proper handling, storage, and disposal of unserviceable batteries per regulatory requirements.

### D. Equipment Repair and Troubleshooting in Electrical Power Facilities

Never execute troubleshooting/repair without permission and coordination with supervisor; always wear electrically rated safety shoes when performing troubleshooting and repair on metallic cable tray; place warning tags ("DE-ENERGIZE") on circuit cut-outs/breakers; insulate all dangling and bare terminals of power conductors immediately after disconnection; de-energize all power line conductors and use voltage detector to ensure line is safe; ensure all electrical tools/equipment are properly insulated for the voltage; conduct insulation resistance testing on conductors/equipment being repaired before re-energization; advise supervisor immediately of any faults, tripping, or hazards observed.

## Section V. Geothermal Energy Operations

### A. Geothermal Energy Operation Requirements

All geothermal energy operations shall comply with the following minimum requirements: Standard Operating Procedure; Orientation/Training; Work Permit System; Close Supervision; Monitoring Tools/Instruments; Communication Tools/Equipment; Emergency Preparedness and Disaster Management Plan (if necessary); and Personal Protective Equipment.

### B. Pre-development/Exploration Stage

**1. General Requirements** — Only Authorized Personnel may conduct geochemical sampling and/or geophysical survey; designate an Authorized Personnel (minimum BOSH training with DOLE-accredited STO) as Safety Officer during the entire geological, geochemical sampling, and/or geophysical survey, duly registered with DOE; conduct geohazards assessment prior to pre-development/exploration activities; conduct daily safety meetings; check service vehicle, communication tools, and PPE; coordinate with local authorities for security before starting activities.

**2. Composition of a Geothermal Exploration Team** — One or more geologists, geochemists, geophysicists, and field technicians (using buddy system); one lead guide (knowledgeable with terrain and bodies of water to assess trail safety); one team member functioning as sweeper; helpers for rolling camp set-up; an advance team formed to scout and assess the exploration area for accessibility prior to entry of the main exploration team.

**3. Dealing with Various Kinds of Terrain** — Under the lead guide's responsibility: confirm accessibility; maintain 2-meter distance in passable terrain; use rope for passable terrain with rope (pass one at a time); look for alternative route for impassable terrain; avoid locations with quicksands and aggressive animals (plan a reroute).

**4. Dealing with Bodies of Water** — For calm/shallow bodies of water: lead guide assesses slippery areas and sudden depth changes, team passes one or two at a time; for raging shallow water: check for rock boulders, secure oblique rope if needed, pass one at a time; for deep or raging bodies of water: re-strategize using water transport (banca, canoe, balsa, etc.) or reroute.

**5. Camp Safety** — Camp location: at least 10 meters from bodies of water; clear from sharp rocks, glass shards, and poisonous plants; slightly sloping for water drainage; protected from strong winds; not too close to water source to be safe from wild animals; cooking area ≥10 meters from tents; food stuffs stored outside tents (hang at height not reachable by animals). Other safety protocols: insect repellent as needed; buddy system continuously; camp fires discouraged (if needed, properly put out before sleeping); at least 2 persons as look out at night; alcoholic beverages prohibited; avoid consuming or damaging local flora and fauna.

**6. Outcrop Observation** — For data collection: position on stable ground visible to team; for rock sampling: wear proper PPE; ensure no limb beneath rock hang; edges of rock samples smoothened before placing in sample bags; filled sample bags placed in heavy-duty sack or bag.

**7. Thermal Sampling** — Only Authorized Personnel may approach thermal areas; position on stable ground; ensure area cleared of hazards including falling debris; conduct multigas reading — at **H2S > 10 ppm** and **CO > 35 ppm**, SCBA must be worn.

### C. Development Stage

**1. FCRS (Fluid Collection and Re-injection System) Maintenance** — Only Authorized Personnel shall operate geothermal wells and FCRS; appropriate PPE per Section III.A.2; opening and closing of wells to FCRS and Re-injection System per LOTOTO procedures (Section III.G); valves assured through Preventive Maintenance Program (PMP) including regular stroking; Workers entering areas around discharge facilities (rock muffler, silencer, diffuser, rupture disc) shall be properly informed of hazards (hot fluids, noise, H2S, and other hazards present).

**2. Abrasive Blasting** — Equipment per Operation and Maintenance guide; appropriate PPE; blasting agent must be dry and free from unwanted items; blaster shall be provided with fresh air supply; blasting not to expose other personnel not involved; compressor operator in close coordination with blasting operator; relief valve or plug of abrasive blasting equipment must conform to standards.

**3. FCRS Valve Repair/Replacement** — All valve replacement per manufacturers and company standards; isolation per LOTOTO procedures; SCBA stationed in the area for rescue; if significant level of poisonous gas present and persistent, industrial blowers used; if **H2S > 10 ppm**, work shall be suspended or deferred; replacement of wellhead master and wing valves per company standards to prevent blowouts.

**4. Valve Packing/Injection Requirements** — Ensure trapped body pressure is properly relieved to zero; do not exceed packing injection pressure rated by manufacturer.

**5. Wellhead Valve Servicing/Stroking** — Follow requirements in Section V.A; safety remarks on work permit carefully observed; stroke wellhead valves based on scheduled PMP in close coordination with authorized operations personnel; defective master valve shall not be stroked/exercised — must be replaced; stroking shall not be done during bad weather or when gas is beyond exposure limit.

**6. Drain Valve De-Clogging** — De-clogging equipment/devices inspected and checked prior to use; activities per company's standard operating procedures.

**7. Entry to Vessel/Header/Silencer** — Hazard assessment prior to entry; entry per established Confined Space Entry Procedure (CSEP); isolation tags, chains, and padlocks installed on servicing valves; inside must be free of leaks or gas accumulation before entry; confirm zero pressure before opening any enclosure; no entry if only one manhole is opened or only one opening exists (industrial blower needed); personnel equipped with life or tagging lines; Workers at height securely fasten tools to a rope string; confined space entry watch stationed at access; ensure vessel is leakage-free with skillet blind flange and well ventilated; no compressed gas cylinder inside the vessel; only explosion proof tools and lighting when vessel previously held flammable liquid or gas; supervisor to accurately account for personnel and tools before resealing.

**8. PRV and Rupture Disc Operation** — Appropriate safety sign installed at PRV and rupture disc; unauthorized personnel not allowed in vicinity; appropriate protection at tip of exhaust stack to prevent rain or foreign objects; rupture disc and PRV design must be per design specification; appropriate locking device to prevent accidental isolation.

**9. Motorized/Pneumatic Valve Calibration** — Only Authorized Personnel may operate, stroke, or calibrate motorized and/or pneumatic valves.

**10. PRV Testing** — PRV properly calibrated and certified by manufacturer before installation; PRV per company's PMP; PRV lift and reset pressures shall not be altered without approval; maximum settings shall not exceed manufacturer's recommended set limits.

**11. Well Start-up Requirements** — Notification of personnel and community prior to start-up; only proper tools and equipment used; work site evaluation and corrective measures before start-up; appropriate pressure relief system installed; release of trapped gases properly managed.

**12. Gauges Maintenance** — Gauges and accessories shall conform to required specifications; installed gauges properly calibrated; proper tools and equipment when replacing gauges.

## Section VI. Geothermal Well Maintenance Requirements

The following well maintenance activities shall comply with the requirements stated in Section V.A:
- a. Master Valve Replacement;
- b. Downhole Measurement;
- c. Well Discharge / Testing;
- d. Well Blowout Prevention;
- e. Wellhead Valve Servicing/Stroking;
- f. Geothermal wellhead equipment replacement; and
- g. Non-rig activities (e.g., broaching, acidizing, etc.).

## Section VII. Rig Safety

### A. Slips and Elevator

Slips and elevator shall not be modified; keys, pins, dies, handles, and bodies on all pipe and collar slips checked frequently for wear; rig personnel shall keep hands, feet, and chains/ropes away from rotating rotary table; slips properly positioned when not in use; slip handles used to manually raise and lower slips (grasped with palm up); at least 3 workers shall pull slips using proper techniques; latches, latch springs, hinge pins, and elevator shoulders inspected periodically; **riding the elevator as personnel transport is prohibited**; elevator ear locks fitted with steel bolts of proper size; elevator or bails shall not be grasped in the area of the link eyes.

### B. Catheads

Driller or assistant driller shall be at the driller's console when cathhead is in operation; worn, damaged, or grooved catheads and worn dividers repaired or replaced; catheads equipped with anti-fouling devices (Rope Divider) with recommended clearance of 6.5mm (1/4"); swivel and safety hook with lifting cap for catlines pulling pipe through V-door; only the amount of wraps necessary to raise the load; objects raised and lowered at safe pace; rope or line shall not be left wrapped on or in contact with cathead while not in use; rig personnel shall not be lifted into the derrick by use of the catline; rope shall not be wrapped around operator's hand; spliced or frayed ropes shall not be used on a cathead; flagman or two-way communication device when cathead operator cannot see the object being raised or lowered.

### C. Air Hoists

All air hoists equipped with drum guard and line guide; hoisting lines inspected periodically; hoisting line shall not be in contact with any derrick member; load capacity shall not exceed manufacturer's recommendation; rig personnel shall stand clear of a suspended load; operator shall set drum brake anytime a load is in suspension and shall not leave the hoist unattended; use of air hoist for personnel transport requires appropriate authorization from supervisor or managing personnel.

### D. Pipe Tongs and Lines

Make up and break out shall be provided with lines of sufficient size and length; tong counterbalance and parts shall be restrained, guarded, or located to prevent falling on or striking crewmembers; makeshift weights shall not be added to counterbalance weights; tong die slots properly maintained; tongs provided with sharp dies at all times properly pinned in die slots; die drivers used to remove tong dies; hard hat, full-face shield, safety glasses, and protective gloves worn when changing tong dies; **rotary table shall not be used for final making up or initial breaking out of a pipe connection** — two tongs shall be used; all floor crew shall move away from rotary and out of path of tongs before torque is applied; personnel shall not stand between two pipe tongs while making up or breaking out; all pins used to secure chain and jaws kept in place with cotter pins or safety pins; power tongs to be operated only by driller, toolpusher, or assistant driller.

### E. Rotary Table Area

Personnel shall not step on the rotary table while it is rotating; rotary table area shall have non-skid material; hoses, ropes, and lines clear of rotary table while in motion; when not in use, pipe tongs secured away from rotary table; if rotary table removed, pick-up lines of sufficient strength and placed evenly around block hood; rotary hoses equipped with safety lines at both ends; safety chains used to secure vibrator hoses to an immovable object; hoses inspected periodically and maintained per manufacturer's specifications.

### F. Floors and Walkways

All moving machinery presenting hazard adequately guarded; removed guards replaced before machinery returned to operation; LOTOTO before removing guards; discharge piping openings in floors shall be protected or covered; guardrails for all raised floors and walkways over 1.2 meters (3.9 ft) or adjacent to tanks or hazardous equipment; non-skid material around rotary table; rig personnel shall not run on stairs, floors, and walkways except in extreme emergencies.

### G. Equipment Guarding

All moving machinery presenting hazard adequately guarded; removed guards replaced before machinery returned to operation; LOTOTO before removing guards; all discharge piping that could cause burns shall be insulated or guarded; all portable tools with exposed moving parts equipped with proper guards.

### H. Derricks and Masts

Periodic inspections; pipe racking fingers kept straight and secured with safety device; drill collar tie back ropes secured to derrick or mast member; personnel shall not be in mast or derrick when pulling or jarring on stuck pipe; derrickman to visually check the derrick or mast escape device prior to each trip; safety lines checked regularly for secure attachment; derrickman to inspect monkey board prior to use; Workers shall not ride the mast as it is being raised or lowered; all other personnel shall stand clear of the A-frame until the mast radius is in position.

### I. Pipe Racks and Bins

When pipe, casing, or any other equipment is being moved, personnel shall not be allowed under, inside, or on top of pipe racks and bins; each layer of tubulars secured to avoid movement; pipe racks inspected periodically; pipe racks and bins shall be level.

### J. Derrick Escape Line

Escape line attached only to non-moveable objects; landing area kept clear of obstructions at all times; escape line and safety buggy installed before drilling out of surface casing; escape line minimum **42mm (1/2") diameter wire rope**, tightened to allow a person descending to clear ground between **6–8 meters (20–26 feet)** from the ground anchor; safety buggy equipped with suitable hand brake and kept at the principal working platform (monkey board); derrickman to visually inspect the safety buggy prior to each trip; safety buggy installed per manufacturer's specifications; safety buggy used only in emergency.

### K. Drilling Line, Crown Block and Traveling Block

Drilling lines visually inspected daily for wear and breaks (in addition to regular ton-miles inspection); use caution when handling drilling line; deadline anchor bolts checked periodically; all excess drilling line spooled up off the ground; crown block and traveling block sheaves checked periodically for proper gauge; a slip and cut program shall be followed per drilling line manufacturer's recommendation.

### L. Draw Works, Brakes, Clutches, Sand Reel and Wire Line Unit

All guards in good condition and remaining in place during operation; only driller or assistant driller shall operate the draw works; toolpusher and maintenance supervisor shall supervise all draw works repairs; personnel shall not stand on top of draw works or inside the sand line or main drum guard when drums are moving; driller shall chain the brake down anytime he leaves the driller's console; sand reel equipped with proper line-spooling device; brake blocks, linkage, pins, cotter keys, etc. checked periodically; water shall not be directed at the brake band when washing; operator shall not be distracted while operating draw works; clutches kept in good condition and properly adjusted; all personnel instructed on emergency shutdown procedures for draw works and rotary table.

### M. Mud Pumps and Equipment

Caution used when working around high-pressure components; LOTOTO when repairing or maintaining equipment; mechanically driven pumps shall have air isolation valve closed and sign put on driller's console when under repair; mud pumps shall have pressure relieving safety devices installed per manufacturer's recommendations; safety device shall not be eliminated or its operation restricted; liners shall not be removed or seated in a pump by running the pump or applying hydraulic/pneumatic/gas pressure; guards in place and secured while pump is in operation; studs and nuts on the fluid end maintained tight; good housekeeping and lighting maintained around mud pumps.

### N. Mud Tanks and Equipment

High-pressure fittings and lines properly rated for expected working pressures; mud gun unions and connections kept tight; only competent personnel may operate mud guns; flow lines placed to prevent tripping hazards; electrical mud equipment located to prevent contact with fluids; caustic soda added to water slowly; approved explosion proof lighting fixtures on mud tanks; handling of chemicals per Section III.H; agitator power source isolated and locked out before entering mud tanks; confined space entry permits for mud tank entry; at the mud mixing hopper, the following items shall be available: eye protection, face protection, proper respiratory protection, rubber gloves and apron, eyewash station, appropriate warning/danger signs.

### O. Pressure Lines and Fittings

All pressure lines and "flexible" joints shall have safety devices attached to prevent line whip in case of rupture; personnel shall familiarize themselves with the location of high-pressure lines and fittings; personnel shall not attempt to tighten or loosen hammer unions or other connections under pressure; pressure release valves checked periodically per manufacturer's recommendations; lines or piping systems that may kick under pressure shall be secured; lines under pressure shall not be hammered on; only high-pressure fittings shall be installed in high-pressure lines; all personnel shall stand clear of high-pressure lines during cementing, acidizing, and well testing procedures; chicsan sections in high-pressure lines watched for leaks; a pre-operation safety meeting before unusual or non-routine jobs; Pressure Vessel Work Permits shall be issued.

### P. Engines

Positive lock-out during engine repair, inspection, or adjustment; all exposed revolving parts (radiator/cooling fans, belts, flexible drives, generators, water pump pulleys, shafts, couplings) adequately guarded; guarding removed for maintenance replaced before operation; spark arresting devices installed in engine exhaust where required; engines equipped with safety alarms and/or automatic shutdown controls for over-heating, low oil pressure, and over-speeding; exhaust manifolds and piping directed away from engine and work area; areas below engine skids kept clear of drained motor oil; hearing protection in high noise areas.

### Q. Air Operated Equipment

All air receivers (tanks) shall have maximum pressure limitations stenciled on them; air tanks drained frequently to prevent moisture accumulation; valve shall not be installed between the tank/compressor and the relief valve if it cannot be isolated; compressed air for cleaning regulated to limit pressure; each airline secured to prevent coming loose at connections; **compressed air or pressurized air shall not be used as a means of dusting off personnel**.

### R. Blowout Prevention (BOP) Equipment

All BOP repairs documented and supervised by toolpusher/driller; pick-up lines, eyes, and shackles inspected for strength and condition prior to lifting; BOP and components shall not be climbed on until they are set on the wellhead flange (with at least 4 securing bolts installed and tightened) or in the stowed position; while guiding or aligning BOP, personnel shall keep hands and feet clear; only closed socket hammer wrenches of correct size and sledge hammers of suitable weight shall be used for hammering up BOP bolts; a rope shall be used on the hammer wrench to hold it in place; **personnel shall not be permitted on the BOP when the stack is being pressure tested**; when nippling down the BOP, all hydraulic lines shall be at zero pressure before hammering on hydraulic unions.

### S. BOP Accumulators, Pulsation and Suction Dampeners

All repairs documented and supervised by the tool pusher; accumulators and high-pressure pulsation dampeners charged with nitrogen by qualified personnel per manufacturer's recommendations; pre-charge checked frequently; each control on the BOP accumulator and each BOP remote unit clearly marked as to its exact function; suction dampeners charged by qualified personnel per manufacturer's recommendations; **OXYGEN SHALL NEVER be used to pre-charge any pressure vessel**.

### T. Stabbing Board

Stabbing board locking devices shall be provided so that: (a) one locking device operates when the lifting handle is in neutral; (b) one locking device operates if the hoisting mechanism fails; and (c) both devices are independent of each other.

### U. Tubular

Each stand of drill pipe being hoisted shall be held back as the pipe is lifted, so it shall not swing freely across the rig floor; driller's view of drill pipe in the rotary table shall not be obstructed at any time; pipe racked by pushing against the outer face — feet shall be kept away from beneath the pipe as it is set down; feet shall not be placed beneath the pipe when rabbiting drill pipe; when rabbiting tubulars, crewmembers shall face away from pipe rack to avoid possible eye injury; each drill collar lift sub shall be tightened into the collar before the collar is hoisted; feet, knees, and hands shall not be placed on the underside of a drill collar clamp while being tightened; a drill collar clamp secured to a drill collar shall not be hoisted overhead height into a derrick; hands and feet shall not be placed on the bit breaker while guiding the bit and collar into the bit breaker opening; casing tong safety door shall not be removed.

### V. Cheater Bars

Consider strength of the component before using a cheater bar; cheater bars on handles/wrenches of cast or welded material should not be used; operating length of any tool/handle should not be extended by more than **100%**; consider changing the tool for a larger one before using a cheater bar; cheaters used in a pushing motion with wide legged stance for body stability; position shall not be between the tool/handle and any obstruction, trip hazard, or drop; care exercised that the bar does not slide on the tool/handle.

## Section IX. Resolution of Conflicts and Overlapping Jurisdictions

In case any provision of this Department Circular conflicts, duplicates, or overlaps with rules and regulations being implemented by other government agencies, such conflict, duplication, or overlapping shall be resolved by coordination or any other means of cooperation among such agencies.

## Section X. Repealing Clause

All geothermal safety and health rules and regulations, orders, or parts thereof inconsistent with or contrary to this Department Circular are hereby repealed, amended, or modified accordingly.

## Section XI. Effectivity

This Department Circular shall take effect fifteen (15) days following its publication in the Official Gazette or in two (2) newspapers of general circulation.
