=== dc2013-10-0026-pages-1.ppm === Republic of the Philippines DEPARTMENT OF ENERGY DEPARTMENT CIRCULAR NO, pé 2013 -|0 -00 26 ENJOINING THE RELEVANT GOVERNMENT AGENCIES, THE NATIONAL GRID CORPORATION OF THE PHILIPPINES (NGCP) AND ELECTRIC POWER INDUSTRY PARTICIPANTS TO ENSURE CONTINUOUS POWER SUPPLY IN THE COUNTRY BEFORE, DURING, AND AFTER THE 28 OCTOBER 2013 BARANGAY ELECTION WHEREAS, it is the policy of the State to ensure the reliability, quality-and security of supply of electric power; " ee ete WHEREAS, Republic Act No. 9136 or the “Electric Power Industry Refortit- Act’ of” 2001” (EPIRA) mandates the Department of Energy (DOE) mandated to provide a mechanism forthe integration, rationalization, and coordination of the various activities to carry out the energy policy of the State; WHERAS, the Commission on Elections (COMELEC), pursuant to the powers vested in it by the Constitution, the Omnibus Election Code, and other related elections laws, has prescribed the rules and procedures to ensure the holding of a free, orderly, honest, peaceful and credible barangay election on 28 October 2013; WHEREAS, the COMELEC Resolution No. 9036, promulgated on 21 September 2013 deputized the DOE in connection with the barangay election; and WHEREAS, as part of its mandate, the DOE deems it necessary to adopt measures to ensure provision of stable and continuous supply of power during the barangay election for the period of 21 October to 04 November 2013. NOW THEREFORE, the DOE, in support to the government's aim of holding a successful barangay election, declares as follows: Section 1. Scope and Application. This Circular shall apply to the following: (a) National Grid Corporation of the Philippines (NGCP); {b) National Electrification Administration (NEA); {c) National Power Corporation (NPC) and its Small Power Utilities Group (SPUG); . General Responsibilities. Pursuant to the objectives and general-mandates and functions under the EPIRA and its implementing Rules and Regulations, the Philippine Grid Code (PGC), the Philippine Distribution Code (PDC), and other relevant laws, rules and issuances, the abovementioned agencies and electric power industry participaritts are hereby enjoined to extend their full support to ensure the provision of continuous and acequate supply of electric power before, during and after the 28 October 2013 Barangay Election. -Sesction 3.. Reporting Requirement. For the purposes of compliance with the divectives under this Circular, the NGCP, NEA, NPC-SPUG, PSALM and other electric power industry participants are required to submit to the Office of the Secretary, Office of the LJndersecretary for Power and the Director of the Electric Power Industry Management Bureau, accurate hourly reports on the power situation during the 28 October 2013 Barangay Election. Section 4, Logistics and Budgetary Requirement. The expenses to be incurred by the herein agencies in the performance.of their responsibilities shall be charged to the respective accounts of the concemed agencies/entities.* > = Section 5. Effectivity Period. This Circular shall take effect fifteen (13) days upon its publication in a newspaper of general circulation and filing with the University of the Philippines Law Center, Office of the National Administrative Register.
