ADOPTING THE “BLITZKRIEG” OPERATION APPROACH TO ATTAIN
100% BARANGAY ELECTRIFICATION LEVEL BY YEAREND 2009

WHEREAS, the energization of the remaining 745 barangays by yearend gets the highest

priority for the Energy Sector as a significant part of this government’s commitment to the
Filipino people:

WHEREAS, the Sector is composed of both public and private energy institutions on a
partnership, particularly to electrify all barangays of this country by end of this year through the
“Expanded Rural Electrification Program” led by the Department of Energy (DOE).

WHEREAS, the partnership has reached its most critical stage of implementation and to ensure
our attainment of this target is of paramount importance;

RESOLVED THEREFORE, that the DOE and its attached agencies, shall hereby adopt the
“blitzkrieg” operation approach as the main strategy to provide guidance to all officials, groups,
offices and units to act with dispatch in addressing all directional, administrative and logistical
requirements for the energization of the remaining unlit barangays.

To this end, at the DOE, an Oversight “Blitzkrieg” Team of three (3) is created, reporting directly
to the DOE Secretary, with the major task of fast tracking action on all documents, and ensuring
immediate and timely release of funds to support program timeline. It shall also closely work
with the ER Team to complement all other efforts which are being undertaken to achieve the
main objective of 100% barangay electrification by yearend.

The Team shall be composed of the following:

Mr. Arturo M. Cudia Member

RESOLVED FURTHER, considering the foregoing, that everyone is enjoined to fully cooperate
in order to attain the expected goal. This Circular shall thus be disseminated to all attached
agencies and private ER member players for their proper guidance.

This Circular shall take effect immediately.
