CREATING THE CONFLICT RESOLUTION TEAM TO ENSURE 100% BARANGAY
ELECTRIFICATION BY THE END OF YEAR 2009

WHEREAS, the Department of Energy (DOE) and the National Electrification Administration
(NEA) were directed by Her Excellency President Gloria Macapagal-Arroyo to energize all
barangays in the Philippines by the end of Year 2009;

WHEREAS, severai unenergized barangays were identified as areas with peace and order
problem and/or clan war:

WHEREAS, fully cognizant of the present situation in these areas, it is imperative that a Conflict
Resolution Team (CRT) be created to identify alternative options necessary to address issues
and concerns prevailing in a particular barangay;

WHEREAS, the following shall compose the CRT:

Vice-Chairperson : JOSE H. SEGUBAN, NEA

Members : JOSUE B. BALACUIT, DOE
ENRIQUE J. DIAMANTE, NEA
RENE B. BARUELA, NPC-SPUG
DOMINGO SAMUEL G. BAYBAY, AMORE
IRENEO B. ACUNA, MERALCO
CARLO B. MARTINEZ, KEPHILCO-
ARTURO F. ARANDELA, TEAM ENERGY

WHEREAS, the CRT shall consult and coordinate with the Local Government Units (LGUs),
Armed Forces of the Philippines and other concerned Private and government agencies for the
smooth implementation of electrification projects thereby ensuring the delivery of electric service
to unenergized barangays in compliance to the directive of the President;

WHEREAS, the CRT shall render Periodic progress reports to the Secretary of Energy and ER
Program Team Chair;

NOW, THEREFORE, in consideration of the foregoing, all distribution utilities, electric
cooperatives and other Players and implementers shail make this shared undertaking a
success.

This circular shall take effect immediately.
