The DOE’s strategy operates through the National Renewable Energy Program (NREP) 2020-2040 (adopted 19 July 2022, under RA 9513) as the umbrella framework, with several interlocking supply-side, demand-side, and infrastructure mechanisms.
A. Supply-Side: Add RE Capacity Fast
Green Energy Auction Program (GEAP) — the single biggest near-term lever. The DOE runs competitive government auctions that commit developers to RE delivery under a contract:

Renewable Portfolio Standards (RPS) — mandatory RE sourcing obligation for all distribution utilities and retailers. C. Grid Infrastructure: Make Space for RE
Competitive Renewable Energy Zones (CREZ) — 25 designated RE zones (152,097 MW potential) with proactive transmission planning to direct RE development where indigenous resources are best and grid infrastructure can be built cost-effectively. The principle: RE projects can be built in 1–2 years; transmission takes ~10 years. CREZ coordinates so that grid arrives before projects do. 3. Feasibility Assessment
The wiki’s sourced material surfaces significant structural reasons for skepticism, despite a large pipeline on paper.
Grounds for Concern
a) The capacity tripling requirement is physically enormous.
Reaching the ~26 GW RE installed capacity needed for 35% by 2030 requires roughly tripling the 2022 baseline of 8.3 GW — and doing so while total demand itself is growing (peak demand rises from 16,596 MW in 2022 to ~25,376 MW by 2030). The RE share target tracks generation, not just capacity, so VRE additions with low capacity factors have a weaker effect per MW installed than dispatchable hydro or geothermal. b) Transmission expansion is the binding constraint — and it is severely lagging.
The DOE explicitly flags this in the PEP: since 2009, the transmission grid has grown by only 8% in total line length, with NGCP averaging only ~1% per year — far below what RE integration under any scenario requires. Variable RE (solar, wind) requires large-scale battery storage for grid stability. One Structural Tailwind
Malampaya’s decline helps the percentage math — but not the energy security picture.
As Malampaya depletes, natural gas generation falls (already −6.3% in 2022 with the expiry of the Ilijan GSPA), shrinking the fossil fuel denominator in the generation mix. This means RE’s percentage share can rise partly through fossil displacement, not only through new RE additions. 4. Summary
The DOE’s plan is coherent in design: NREP as the umbrella, GEAP to build supply, RPS to mandate demand, CREZ and SGGP to address grid infrastructure. The numbers on paper are large — 121 GW of awarded potential, 5,307 MW of GEAP commitments, 1,141 service contracts.
