National Disaster Risk Reduction and Management Council (NDRRMC)
The National Disaster Risk Reduction and Management Council (NDRRMC) is the Philippine government’s apex body for disaster risk reduction and management, established under RA 10121 (Philippine Disaster Risk Reduction and Management Act of 2010). In the energy sector, NDRRMC provides the overarching disaster risk management framework within which the DOE’s Energy Resiliency Framework operates [PEP 2023-2050 Vol. III, Section C, p.25, 2023].
Statutory Basis
The NDRRMC was established by RA 10121 (Philippine Disaster Risk Reduction and Management Act of 2010) §5, renaming the former National Disaster Coordinating Council (NDCC). Key features from the enabling statute [RA 10121, §5–9, 2010]:
- Chairperson: Secretary, Department of National Defense (DND)
- 4 Vice Chairpersons: DILG (Preparedness), DSWD (Response), DOST (Prevention/Mitigation), NEDA DG (Rehabilitation/Recovery)
- Members include: Secretaries of all major departments including DOE; CCC Climate Change Office Executive Director; AFP/PNP/OCD heads; CSO and private sector reps; League presidents
- OCD Administrator = Executive Director of NDRRMC; OCD serves as secretariat
- OCD revolving fund: PhP 1 billion (§23)
- NDRRM Fund = renamed Calamity Fund (annual GAA appropriation); 30% Quick Response Fund
- LDRRMF = ≥5% of LGU regular revenues; 30% QRF
- State of Calamity: NDRRMC recommends to President; mandatory price ceiling on basic necessities + monitoring/prevention of petroleum product overpricing (§17(b))
- Climate coordination: NDRRMC must develop assessment tools for climate-induced hazards with CCC (§6(j)) and formulate a joint climate change adaptation–DRRM framework with CCC (§6(n))

NDRRMP 2020–2030
The National Disaster Risk Reduction and Management Plan (NDRRMP) 2020–2030 implements RA 10121. It organizes disaster management across four thematic pillars [PEP 2023-2050 Vol. III, Section C, p.25, 2023]:

DOE–NDRRMC Coordination
NDRRMC DPP Resolution No. 5 s.2022 created a Technical Working Group (TWG) on Energy Resilience Policy under the Disaster Preparedness Pillar (DPP), headed by the DOE. The TWG’s Terms of Reference were approved on 24 May 2023. The TWG develops energy resilience policy recommendations to enable seamless inter-agency coordination during disaster response and power/fuel restoration operations [PEP 2023-2050 Vol. III, p.35, 2023].
The DOE also coordinates with NDRRMC through the Task Force on Energy Resiliency (TFER) — the DOE’s own multi-agency body created under the original Energy Resiliency Policy (DC 2018-01-0001) — which aligns energy sector disaster protocols with the NDRRMP framework [PEP 2023-2050 Vol. III, p.26, 2023].
APEC Energy Resiliency Task Force
The DOE co-chairs the APEC Energy Resiliency Task Force (APEC-ERTF) with the United States — an international body that shares Philippine resilience innovations with APEC member economies. The APEC Energy Resiliency Guidelines were issued in February 2023, drawing in part from DOE-NDRRMC coordination frameworks [PEP 2023-2050 Vol. III, p.35, 2023].
