Energy Utilization Management Bureau (EUMB)
The Energy Utilization Management Bureau (EUMB) is the DOE bureau responsible for energy efficiency and conservation implementation — the operational core of every EEC program in this corpus, from the EEC-IRR itself through PELP, VFELP, GEMP, and EVCS regulation.
Statutory reorganization (EEC-IRR Rule XVII / RA 11285 §29)

IAEECC Secretariat
EUMB (through EPSMD) serves as Secretariat to the IAEECC : scheduling meetings and setting agendas, providing administrative/technical support and documentation, preparing minutes, consolidating official agency comments before IAEECC evaluation, and performing other duties the Chairperson or Committee delegates [DC2019-11-0014, §39, 2019-11].
Cross-program operational roles
EUMB is the receiving/administering bureau across every EEC-adjacent circular in this corpus, not just the IRR that created it:
- EVCS regulation: receives the pre-operation notice every EVCS business must file (Annex A), receives quarterly EVCS consumption reports, publishes an annual implementation report, and may endorse EVCS developers to DTI-BOI for fiscal incentives [DC2021-07-0023, §§4, 12, 15, 17, 2021-07].
- Fuel economy / transport EEC: serves as Secretariat to the Inter-Agency Working Group (IWG) on fuel economy rating and performance, tasked with reviewing existing policy and drafting new transport-sector EEC policy in consultation with stakeholders [DC2020-10-0023, §4.5, 2020-10].
- PELP (product energy labeling): per the already-ingested Digest: DC2020-06-0015 , EPRED handles policy formulation, MEPP development, COPE updates, monitoring/verification/enforcement, registration, and label issuance, and convenes Technical Working Groups; EPMPD runs PELP’s IEC activities; AFETD develops MEPV and fuel-efficiency testing guidelines [DC2020-06-0015, §4, 2020-06-15].
- GEMP: per the already-ingested Digest: DC2023-05-0009 — GEMP EEC Professionals and RTI Guidelines , DOE-EUMB (through EPSMD) develops the GEMP training module adopted by all Recognized Training Institutions and conducts annual RTI monitoring and evaluation [DC2023-05-0009, §14, 2023-05-12].
Certification and registration functions
DOE-EUMB is the registration authority for CECO, CEM, and Energy Auditor certification under Digest: DC2021-01-0001: Guidelines for the Qualifications, Assessment, Registration, and Certification of Energy Conservation Officers (CECO), Energy Managers (CEM), and Energy Auditors (EA) , required to issue streamlined registration guidelines within 60 days of that circular’s effectivity [DC2021-01-0001, §7.5, 2021-01].
