Department of Environment and Natural Resources (DENR)
The Department of Environment and Natural Resources (DENR) is the Philippine government agency responsible for environmental regulation, natural resource management, and conservation. In the energy sector, DENR’s primary role is administering the Philippine Environmental Impact Statement System (PEISS) — the regulatory gateway through which all significant energy projects must obtain environmental clearance before construction or operation [PEP 2023-2050 Vol. III, Section B, p.8, 2023].

Environmental Impact Assessment (EIA)
DENR classifies all energy projects into one of four categories based on the project’s nature and environmental sensitivity of the host area [PEP 2023-2050 Vol. III, Figure 4, p.8, 2023]:

The five-stage EIA process for Category A/B projects [PEP 2023-2050 Vol. III, p.8, 2023]:
- Screening/Scoping — determine EIA scope and methodology
- EIA Study — proponent conducts study (including baseline, impact prediction, mitigation)
- EIA Report Review — DENR-EMB technical review
- Decision Making — DENR issues ECC or denial
- Monitoring, Validation, and Audit — post-approval compliance monitoring
Multipartite Monitoring Teams (MMT)
For Category A and B projects, DENR establishes a Multipartite Monitoring Team (MMT) comprising representatives from government, local government units (LGUs), non-government organizations, and affected communities. Role in OSW and Major Energy Projects
The DENR-ECC is a key permitting milestone in the offshore wind development process. The DOE’s Clean Energy Finance Initiative (CEFI) Roadmap action area on permitting calls for clear agency roles and EVOSS integration to streamline environmental clearance alongside DOE permits. NAMRIA
The National Mapping and Resource Information Authority (NAMRIA) — an agency under DENR — provides geospatial and resource data critical for energy planning, including OSW resource mapping and site characterization. The CEFI Roadmap identifies NAMRIA data integration as one of nine OSW action areas [PEP 2023-2050 Vol. II, p.121, 2023].
Climate Policy Coordination
DENR participates in the Clean Energy Finance Initiative Management (CEFIM) Programme Programmatic Steering Committee (PSC) alongside DOE, NEDA, BSP, DOF, BOI, DBP, PEZA, and SEC [PEP 2023-2050 Vol. II, p.116, 2023]. DENR’s role covers environmental and biodiversity co-benefit frameworks relevant to RE project financing.
