DC2024-05-0017: Prescribing Amendments to Department Circular No. DC2020-06-0015, as Amended, or the Philippine Energy Labeling Program (PELP) Guidelines
Department Circular No. DC2024-05-0017, signed 31 May 2024 by DOE Secretary Raphael P.M. Lotilla. Amends DC2020-06-0015 (the PELP Guidelines), following a Technical Working Group review of the Minimum Energy Performance for Products (MEPP) list conducted under §10 as earlier amended by DC2022-11-0035 [DC2024-05-0017, Whereas clauses, 2024-05-31].
Background
DOE conducted public consultations on the draft circular on 29 November 2023 and 8 February 2024, consolidating input from stakeholders across Luzon, Visayas, and Mindanao [DC2024-05-0017, Whereas clauses, 2024-05-31]. The amendments respond to a stated need to redefine specific DOE units’ functions under PELP §4 “for more efficient and streamlined implementation” of the EEC Act, and to update the covered-products Annex following the TWG’s periodic MEPP review [DC2024-05-0017, Whereas clauses, 2024-05-31].
Amendments to DC2020-06-0015
§4.1 — Implementing unit responsibilities redefined [DC2024-05-0017, §1.1, 2024-05-31]. EUMB remains responsible for PELP policy formulation, promulgation, enforcement, review, and evaluation, discharged through four divisions:

The addition of EPSMD is the substantive change here — DC2020-06-0015’s original §4 had no public-sector-specific implementing unit.
§5 — Covered Energy Consuming Products redefined [DC2024-05-0017, §1.2, 2024-05-31]. PELP now covers the ECPs listed in a replaced Annex B (Matrix of Covered ECPs), spanning eight categories: cleaning and laundry appliances, cooking and food processing appliances, cooling/heating/ventilating appliances, grooming and personal care equipment, ICT equipment, lighting products, RE products, and auxiliary devices for ECPs — with additional ECPs addable on EUMB recommendation without further circular amendment.
§10, third paragraph — TWG convenership clarified [DC2024-05-0017, §1.3, 2024-05-31]: EPRED is designated convener of the Technical Working Group responsible for developing Product Performance Requirements (PPRs), technical requirements, conformity assessment procedures, and recognition of testing laboratories.
Annex B — Matrix of Covered ECPs
The replaced annex lists roughly 68 specific product types across the eight categories (vacuum through automatic door/window systems), each with a defining description — e.g., “Cooling, Heating and Ventilating Appliances” covers ECPs for “controlling, adjusting, or regulating the temperature of any item or space based on user’s preference” as well as air-movement equipment, running from air conditioners and refrigerators through water heaters and boilers [DC2024-05-0017, Annex B, 2024-05-31]. A residual “Other ECPs and Devices” category allows TWG-recommended, Secretary-approved additions outside the eight named groups.
