- NPC must issue internal guidelines within 60 days; ERC must harmonize resolutions and enforce penalties [DC2023-07-0022, §§10–11, 2023-07-17]
- MO must conduct market impact studies (spot price simulations) upon DOE instruction [DC2023-07-0022, §7.4, 2023-07-17]
