Key Procedural Rules

REC composition: REMB Supervising Asst. Secretary (Chair), REMB Director (Vice-Chair), 5 division chiefs (GEMD, HOEMD, SWEMD, RELSD, RERCD); Secretariat from GEMD/HOEMD/SWEMD staff.

Application window: 60 calendar days from first publication date.

Data access: EDCP processes data requests upon payment of application fee and submission of signed Data Use Agreement.

Evaluation criteria (§6.5): Legal — Pass/Fail; Work Program — 40%; Technical — 20%; Financial — 40%.

REC evaluation deadline: 10 working days from opening of applications (§6.6).

Failure trigger (§7): OCSP fails for a PDA if: no application received; no application passes legal requirements; OR sole/all applicants fail technical or financial evaluation (no automatic award for uncontested applicants that fail quality checks). Failed PDAs revert to Direct Application mode.

GSC/FTAA dual track (§1.1): Foreign-majority applicants for geothermal PDAs must proceed via FTAA signed by the President; applies to projects with initial investment ≥USD 50 million (pre-development through well drilling).
