EVCS Provider Accreditation (Rules I–II)
Three Provider Types (§4)

Application Requirements (§5)
All types require: accomplished application form + SEC/DTI/CDA registration + office details. Additional for Service: employee/technician qualifications and training certificates, plus service list/fees. Additional for Supplier: EVCS product specifications, manuals.
Government agencies/GOCCs/LGUs/SUCs operating as EVCS Providers are exempt from registration certificates and all accreditation fees, provided operation is solely government-run.
Processing and Issuance (§6–8)
- Submit via EUMB official online platform
- EUMB issues Accreditation Certificate within 7 working days after complete submission
- Validity: 3 years; must be posted prominently at facility
- Curing period: 20 calendar days to rectify specified deficiencies; failure = disapproval notice
- Renewal: apply ≥30 days before expiry
EVCS Registration (Rule III)
No EVCS shall operate without a valid EVCS Registration Certificate (§12.1). Documents required: Operator Accreditation Certificate + location map/photos + EVCS specifications (Annex F).

Issued within 7 working days of complete submission. Per-location registration. Validity: 3 years.
Annual reportorial: Annex G submitted by February 28 each year.

Ingress protection: IP41 minimum indoor; IP54 minimum outdoor.
Separate metering: CUCS and BSS must have separate meter/sub-meter isolated from building usage.
Accessibility: EVCS service areas must comply with Senior Citizens Act (RA 7432) and Magna Carta for Persons with Disabilities (RA 7277).
Network Requirements (§18)
Mode 3, Mode 4, and BSS must connect to DOE centralized network, providing: location, EVCS ID, connector type, classification, status, rated capacity (kW/V/A), maximum supply current, and number of chargers.
Renewable Energy Requirement (§21)
All CUCS must be powered by renewable energy sources. DOE will issue guidelines and timeline consistent with the CREVI.
Penalties (§26–27)
PhP50,000–PhP500,000 fine + possible suspension/revocation/blacklisting. Prohibited acts include: operating without valid accreditation, non-posting of certificates, failure to register EVCS, non-reporting.
