What This Circular Does
DC2023-05-0009 expands the GEMP implementation framework by:
- Formally introducing the EEC Coordinator as a third tier in the EEC Professional hierarchy (below EEC Officer and EEC Focal Person)
- Prescribing a 5-module 3-day Training Module for GEMP EEC Professionals
- Establishing a Recognized Training Institutions (RTI) framework — only DOE-recognized RTIs may provide GEMP EEC Professional training
- Setting a 3-year validity for both RTI certificates and EEC Professional training certificates
- Prescribing a PhP10,000 application fee for RTI recognition and penalties (PhP10K–20K + revocation) for RTI violations
