Scope

Operational procedures for the RETF covering: (1) annual revenue/expenditure estimates, (2) billing/collection/remittance from all three statutory fund channels, and (3) accounting under Fund Cluster 07. Does not cover disbursement, grant-making, or project selection — those are delegated to the RETF Operations Manual (§4).
