Note — citation discrepancy: wiki/pages/concepts/wesm.md previously attributed the national five-minute trading interval change to DC2021-06-0015. The actual DC2021-06-0015 is the WCS operational guideline specific to the Mindanao pre-COD period (text confirmed from pdftotext). The five-minute dispatch national enhancement was a separate issuance.

Context

During the WESM Central Scheduling (WCS) period for Mindanao — before full commercial operation on 26 January 2023 (declared by DC2022-12-0039) — all Mindanao Generator Trading Participants were required to implement 5-minute dispatch schedules generated from the New Market Management System (MMS). Settlement during WCS remained based on existing bilateral contractual arrangements; there was no WESM financial settlement [DC2021-06-0015, §1 Background, 2021-06-18].

Key Provisions

Generator Responsibilities (§2.1)

  • Maintain access to MMS Market Participant Interface (MPI) via Digital Certificate and valid credentials, or via API Web Service
  • Communication protocol with plant operators for 5-minute dispatch coordination
  • Report issues to Market Operator
  • Submit working offers based on Day-Ahead Generation Schedule (DAGS): MW up to DAGS at PhP0.00/MWh; preferred price for MW beyond DAGS up to maximum available capacity

System Operator Responsibilities (§2.2)

  • EMS available for MO real-time data capture via ICCP
  • Submit input constraints (overriding constraints, outages, transmission limits, reserve requirements)
  • Submit re-dispatch instructions to MO

Market Operator Responsibilities (§2.3)

  • Regular regional demand forecasts for WAP, DAP, HAP, and RTD runs
  • MMS and MPI always available
  • Submit evaluation of WCS to DOE

Dispatch Procedures (§3)

  • Scheduled generators submit standing offer profiles; Must-Dispatch/Priority Dispatch/Non-Scheduled submit standing nomination profiles
  • Startup clearance request ≥4 hours before scheduled start
  • Generators ramp to 5-minute RTD dispatch schedules (subject to SO re-dispatch for ancillary services or Load Adjustment Notices)
  • 3 possible RTD below-Pmin conditions: (1) if online, ramp to Pmin; (2) if offline, stay offline; (3) if starting/stopping, ramp toward RTD

Settlement During WCS (§3.8)

  • Settlement based on existing contracts between generators and customers in Mindanao
  • No settlement of WESM transactions

Non-Compliance (§3.9)

  • Non-compliant generators must report reasons to PEMC’s Enforcement and Compliance Office
  • Reasons logged through Dispatch Conformance Display in MPI
