DC2020-02-0004: Guidelines on Planned Outage Schedules and Public Posting of the GOMP

Scope: All grid-connected and embedded generating companies (per DC2019-02-0003), NGCP as TNP and SO, the Market Operator, and distribution utilities connected to the grid [DC2020-02-0004, §2, 2020-02-06].
GOMP submission deadline: NGCP must submit the three-year GOMP to the DOE by October 31 each year [DC2020-02-0004, §3.3, 2020-02-06].
Schedule binding rule: Year 1 is binding (adjustments allowed in quarterly revisions but must not cause low operating margins; emergency changes require SO approval); Years 2–3 are indicative [DC2020-02-0004, §§3.5–3.6, 2020-02-06].
Hydro exception: Only hydroelectric power plants may conduct maintenance during the peak quarter [DC2020-02-0004, §3.2, 2020-02-06].
Public posting: NGCP must post the approved GOMP and amendments on its website immediately after DOE approval; DOE, ERC, and MO mirror the posting [DC2020-02-0004, §4, 2020-02-06].
ERC implementing rules: ERC directed to issue rules within 60 calendar days of effectivity [DC2020-02-0004, §5, 2020-02-06].
Context
Issued in response to red and yellow alert notices during summer 2019 in the Luzon grid, when low reserves from widespread deratings and forced outages caused rotating power interruptions in Metro Manila. Preceded by public consultations in Davao City (21 November 2019) and Mandaluyong City (11 December 2019).
