Historical Role
DC2019-10-0013 was the first consolidated (“omnibus”) DOE circular to govern the full lifecycle of RE contracts — consolidating 13 prior issuances dating from 2009 (DO2009-07-0011) through 2019 (DO2019-07-0018). It established the two-category RE contract framework (Service Contracts / Operating Contracts) × eight resource types (GSC, HSC, OnWESC, OsWESC, OESC, BEOC, WTEOC, SEOC), defined the Blocking System (30-second meridional RE blocks, ~81 ha each), and introduced EAMS (Energy Application Management System) for real-time application tracking.
Partially amended: DC2022-11-0034 repealed §§3.19, 4.2.1, and 4.2.3 (RE nationality restriction provisions), prior to the full supersession.
Current Status
Superseded in its entirety by DC2024-06-0018 (Revised Omnibus RE Guidelines, June 2024), which consolidated DC2019-10-0013 and its amendments with 13 additional prior issuances into a single 97-section framework. See RE Contract Framework for the current operative framework.
