Establishes the DOE policy of maintaining at least 30% of total power generation installed capacity from RE resources through wholistic implementation of the FiT System and other RA 9513 provisions. Mandates an auction system for FiT installation targets after full subscription of existing targets, conditioned on Must-Dispatch IRR issuance.
Sections
§1 — Title: “Guidelines for the Policy of Maintaining the Share of RE in the Country.”
§2 — Policy Statement: DOE adopts policy to maintain at least 30% of total power generation installed capacity from RE through FiT System and other RE Act provisions.
§3 — Replacement Power: RE Developer of FiT-eligible resources responsible for nomination and dispatch of generated power; responsible for replacement power costs for deviations outside prescribed technology-specific range.
§4 — FiT Auction: Upon full subscription of existing FiT installation targets, subsequent rounds shall use an auction system to be adopted by the DOE. Auction criteria: grid security (interconnection, location, technical), cost, and other considerations. Conditionality: auction may only be held upon issuance of the Must-Dispatch IRR.
§5 — RPS Equivalence: Compliance with this Circular = compliance with RPS, once RPS Rules are issued under RA 9513 §6.
§§6–9: IEC activities; separability; repealing; effectivity (15 days after publication in 2 newspapers; “shall remain in effect until otherwise revoked”).
