DC2013-07-0014: Promulgating the Retail Market Manuals for the Implementation of Retail Competition and Open Access

Department Circular No. DC2013-07-0014, signed July 2013 by DOE Secretary Carlos Jericho L. Petilla. Promulgates four operational Manuals governing the implementation of Retail Competition and Open Access (RCOA), drafted by the Central Registration Body (PEMC) pursuant to the Retail Rules (DC2013-01-0002).

RCOA Commencement Date: 26 June 2013.

Four Retail Market Manuals

Annex A — Registration Criteria and Procedures [DC2013-07-0014, §1(a), 2013-07]: Covers registration requirements for Contestable Customers, Suppliers, and Retail Metering Service Providers in WESM. Includes suspension, disconnection, and de-registration procedures.

Annex B — Market Transactions Procedures [DC2013-07-0014, §1(b), 2013-07]: Covers procedures for:

  • Customer Switching (CC transfers between Suppliers)
  • Customer Relocation (CC moves within or across DU franchises)
  • Termination of Retail Supply Contracts
  • Transfer to Supplier of Last Resort (SOLR)

Key switching rules:

  • Switch Request submitted to CRB at least 30 working days before effective date
  • Required documents: Switch Request Form + Retail Supply Contract + Wheeling Service Agreement + Metering Services Agreement
  • CRB completeness check: 3 working days; Supplier remedy period: 10 working days
  • Switches take effect at start of billing period (SOLR-to-Supplier may be mid-period)
  • No switching during Initial Commercial Operations (first 6 months from 26 June 2013)

Annex C — Disclosure and Confidentiality of Contestable Customer Information [DC2013-07-0014, §1(c), 2013-07]: Types of CC information subject to disclosure and procedures for requesting it. Applies WESM information disclosure standards to CC data.

Annex D — Metering Standards and Procedures [DC2013-07-0014, §1(d), 2013-07]: 46 pages of detailed technical metering standards: installation requirements, meter specs, instrument transformer accuracy standards, data security, redundant metering requirements, and Site Equipment Identification Number (SEIN) system.

Transitory Provisions

  • CCs with pending registrations as of 26 June 2013 (Commencement Date): 90 days to complete requirements (Retail Supply Contract, Load Profile, Wheeling/Metering Agreement) or face suspension [DC2013-07-0014, §2(a), 2013-07]
  • Metering data submission and bilateral contract declarations: 3-day grace period for corrections, applicable only during first 3 billing periods from Commencement Date [DC2013-07-0014, §2(b)–(c), 2013-07]
