Department Circular No. DC2013-03-0003, issued 11 March 2013 by DOE Secretary Carlos Jericho L. Petilla. Circular creating an Inter-Agency Steering Committee (IASC) for the development and formulation of a comprehensive and holistic Smart Grid Policy Framework and Roadmap for the Philippine electric power industry.

Implements EPIRA (RA 9136) Section 2 policy declaring state commitment to ensure quality, reliability, security, affordability of electric power supply and protect public interest regarding utility rates and services [DC2013-03-0003, Whereas, 2013-03]. EPIRA Section 37 mandates DOE to: (i) formulate policies for comprehensive energy program for efficient supply and economical use consistent with national economic plan and environmental protection; (ii) encourage private sector investments and indigenous/renewable energy development; (iii) facilitate DU reforms for efficiency/cost reduction; (iv) develop policies/incentives for adequate capacity and reserves; (v) assess R&D requirements and disseminate information for optimal energy technology development; (vi) formulate necessary rules/regulations for EPIRA implementation [DC2013-03-0003, Whereas, 2013-03].

Smart Grid defined as innovative technologies modernizing electric grid infrastructure to address 21st-century challenges: consumer empowerment, energy supply flexibility and security, electric grid performance and asset utilization, environment protection [DC2013-03-0003, Whereas, 2013-03]. Some industry participants already adopted and implemented Smart Grid initiatives [DC2013-03-0003, Whereas, 2013-03]. DOE deems development of Smart Grid Policy and Roadmap in holistic and sustainable manner necessary to ensure greater stakeholder participation, promote technology innovation, business growth and job creation, thereby enhancing Philippine regional and global competitiveness [DC2013-03-0003, Whereas, 2013-03].

Inter-Agency Steering Committee composition and governance

Inter-Agency Steering Committee composed of members representing: Department of Energy, National Power Corporation, National Transmission Corporation (TransCo), National Electrification Administration, National Grid Corporation of the Philippines, Philippine Electricity Market Corporation [DC2013-03-0003, §1, 2013-03].

IASC chaired by DOE Secretary or designated alternate with rank of Undersecretary [DC2013-03-0003, §1, 2013-03]. Committee supported by Technical Secretariat composed of DOE and attached-agency representatives [DC2013-03-0003, §1, 2013-03].

Powers and functions

Inter-Agency Steering Committee has authority to [DC2013-03-0003, §2, 2013-03]:

  1. Create or form necessary Technical Working Groups (TWGs) [DC2013-03-0003, §2, 2013-03]

  2. Invite concerned government agencies (Department of Trade and Industry, Department of Science and Technology, Energy Regulatory Commission, Grid Management Committee, Distribution Management Committee, Institute of Integrated Electrical Engineers) and private organizations/stakeholders (Philippine Independent Power Producers Association, Philippine Electric Plant Owners Association, Distribution Utilities, academe, customer groups, other identified parties) as members and resource persons to assist Smart Grid Roadmap development [DC2013-03-0003, §2, 2013-03]

  3. Meet on regular basis to monitor and evaluate Smart Grid implementation and recommend required innovations or improvements [DC2013-03-0003, §2, 2013-03]

  4. Tap funding or grants from bilateral or multilateral funding institutions willing to finance Smart Grid initiatives [DC2013-03-0003, §2, 2013-03]

  5. Submit regular reports to DOE Secretary on progress of undertaking [DC2013-03-0003, §2, 2013-03]

  6. Perform other tasks necessary for effective accomplishment of Circular [DC2013-03-0003, §2, 2013-03]

Committee deliverables

Inter-Agency Steering Committee shall produce [DC2013-03-0003, §3, 2013-03]:

  1. National Smart Grid Strategy through 2030 with major consideration on possible impact to electricity prices [DC2013-03-0003, §3, 2013-03]

  2. Transition policies and guidelines for effective Smart Grid implementation by all electric power industry participants: generation companies, transmission company, market operator, distribution utilities, suppliers, consumers, other network service providers [DC2013-03-0003, §3, 2013-03]

  3. Smart Grid implementation Roadmap including: success criteria, timelines and coverage, business case framework, interoperability standards development, Integration Plan for Low Carbon Technologies, smart technology development, regionalization requirements [DC2013-03-0003, §3, 2013-03]

  4. Customer education and information framework for nationwide Smart Grid awareness and acceptance [DC2013-03-0003, §3, 2013-03]

Final provisions

If any section or provision declared unconstitutional or invalid, other parts not affected shall remain in full force and effect [DC2013-03-0003, §4, 2013-03].

Circular takes effect fifteen (15) days following publication in at least two (2) newspapers of general circulation and remains in effect until otherwise revoked [DC2013-03-0003, §5, 2013-03].
