Scope

Section E covers three areas:

• AFET R&D Partnerships (pp. 60–62): MOAs with government agencies and academe; Fuel Cell R&D Facility
• Alternative Fuels — SAF and Hydrogen (pp. 62–66): CORSIA, feedstock roadmap, HFEC, HEIC, international partnerships, ammonia co-firing

R&D Partnerships (Table 34)

• MOA with DOST-PCIEERD, UP-NCTS, UP-EEEI, CSU: OEM autoLPG jeepney prototype; EVCS MEP certification protocol; fast EVCS demo; gym human kinetics prototype (patent filed by CvSU)
• MOA with Cavite State University (CvSU): Road performance data from Toyota Prius, Mitsubishi Outlander PHEV, Mitsubishi i-MiEV; TESDA EV technician module (NC-Level II); Quezon City Solar EV Charging Network inaugurated

Sustainable Aviation Fuel (SAF)

• No domestic production exists; current methods rely on petroleum/natural gas
• DOE roadmap: identify local feedstocks (sugarcane, coconut) → development plan → pilot demo → mainstream
• Philippines committed to CORSIA as ICAO member (triennial compliance)
• No quantified investment or job targets

Hydrogen and its Derivatives

• HFEC (Hydrogen and Fusion Energy Committee) established by DOE in 2020; found high production cost is barrier
• Draft DC under preparation for national hydrogen policy framework; will establish HEIC (Hydrogen Energy Industry Committee)
• EPPB 2023 study: “Developing a National Hydrogen-Ammonia Policy Framework and Roadmap for the Philippines”
• International partnerships: Australia, France, Japan, Germany (gas-fired plants + fuel cells)
• IPEF hydrogen cooperation: 14 member countries including Philippines
• Ammonia co-firing MOUs: Aboitiz Power + JERA; Quezon Power (ERGO Group, Thailand) + Doosan Enerbility (South Korea)
• DOE recommends directing PNOC to conduct H2 feasibility studies

EVIDA (RA 11697)

• Enacted 2022; mandates ≥5% EV in government and corporate fleets; EVCS in Distribution Development Plans
