The end of the file (lines 2042+) contains the start of Section F (Power Development).

Scope

Section E covers three areas:

  • AFET R&D Partnerships (pp. 60–62): MOAs with government agencies and academe; Fuel Cell R&D Facility
  • Alternative Fuels — SAF and Hydrogen (pp. 62–66): CORSIA, feedstock roadmap, HFEC, HEIC, international partnerships, ammonia co-firing
  • Electric Vehicle Industry (pp. 66–75): EVIDA implementation, CREVI, REF/CES targets, EVCS deployment, investment and employment

Key Facts

R&D Partnerships (Table 34)

  • MOA with DOST-PCIEERD, UP-NCTS, UP-EEEI, CSU: OEM autoLPG jeepney prototype; EVCS MEP certification protocol; fast EVCS demo; gym human kinetics prototype (patent filed by CvSU)
  • MOA with Cavite State University (CvSU): Road performance data from Toyota Prius, Mitsubishi Outlander PHEV, Mitsubishi i-MiEV; TESDA EV technician module (NC-Level II); Quezon City Solar EV Charging Network inaugurated
  • MOA with DOST-PCIEERD + UP Diliman: SESSY E-Boat (solar electric boat) — 2 prototypes (monohull + catamaran); showcased at PhilMarine 2023 (SMX) and NSTW 2023 Iloilo City
  • Fuel Cell R&D and Testing Facility: Inaugurated 6 July 2023 at DOST compound, Taguig City — first of its kind in PH; DOE + DOST-ITDI partnership; completes 2024; goal: pilot demonstration for transport vehicles, jumpstart hydrogen production

Sustainable Aviation Fuel (SAF)

  • No domestic production exists; current methods rely on petroleum/natural gas
  • DOE roadmap: identify local feedstocks (sugarcane, coconut) → development plan → pilot demo → mainstream
  • Philippines committed to CORSIA as ICAO member (triennial compliance)
  • No quantified investment or job targets

Hydrogen and its Derivatives

  • HFEC (Hydrogen and Fusion Energy Committee) established by DOE in 2020; found high production cost is barrier
  • Draft DC under preparation for national hydrogen policy framework; will establish HEIC (Hydrogen Energy Industry Committee)
  • EPPB 2023 study: “Developing a National Hydrogen-Ammonia Policy Framework and Roadmap for the Philippines”
  • International partnerships: Australia, France, Japan, Germany (gas-fired plants + fuel cells)
  • IPEF hydrogen cooperation: 14 member countries including Philippines
  • Ammonia co-firing MOUs: Aboitiz Power + JERA; Quezon Power (ERGO Group, Thailand) + Doosan Enerbility (South Korea)
  • DOE recommends directing PNOC to conduct H2 feasibility studies

EVIDA (RA 11697)

  • Enacted 2022; mandates ≥5% EV in government and corporate fleets; EVCS in Distribution Development Plans
  • EVIDA-TWG: DOE, DOTr, DTI, DOST, DENR, DPWH, DILG, NEDA
  • Implementation DCs (12 May 2023): DC2023-05-0010 (EVCS fee unbundling), DC2023-05-0011 (EVCS accreditation/registration), DC2023-05-0012 (EV classification/incentive eligibility)
  • EV Industry Portal launched 21 June 2023 (USAID): https://evindustry.ph
  • 9,666 cumulative EVs (2014-2022) vs. 13.9M total registered vehicles (0.07% penetration)
  • 186 recognized EV models: 133 BEVs, 22 HEVs, 10 PHEVs, 21 LEVs
  • 170 registered public EVCS (152 AC + 15 DC + 5 battery-swap); 40 accredited providers; 10,307 jobs; PhP 1.64B investment

CREVI (Q2 2023)

  • 4 components: EVs/EVCS (DOE+DOTr), Manufacturing (DTI), R&D (DOST), HR (DTI)
  • REF = 10% EV share by 2040; CES = 50% EV share by 2040
