Scope

Section A covers the DOE’s roadmaps and accomplishments for the conventional energy sub-sector, divided into:

Oil and Gas (pp. 1–9) — PCECP, active service contracts, Malampaya SC 38 renewal, petroleum reserves, upstream roadmap, investment targets
Coal (pp. 10–12) — 2022 coal statistics, COC activity, new COC awards, reserves, supercritical plants, upstream roadmap, CCUS/SEACA, planned policies

PCECP governs SC and COC awards (DC2017-12-0017 and DC2017-09-0010); received applications for 16 petroleum SCs since November 2018
18 active SCs as of 31 December 2023: 6 production, 12 exploration
2022 combined production: 558.27 MB oil + 112.17 BCF gas + 2.71 MMB condensate
Malampaya SC 38: GSPA expired June 2022; original contract concluded February 2024; Renewal Agreement signed by President Marcos Jr. on 15 May 2023; extended 15 years to 22 February 2039; 147 BCF remaining reserves; minimum 2 deep-water wells required in Sub-Phase 1 (2024–2029)
SC 77 awarded April 2022 (Cotabato basin); SC 79 awarded August 2023 (East Palawan, 932,000 ha) to PNOC-EC
IEB Circular (6 July 2023) enables joint DOE-MENRE SC/COC awards in BARMM under RA 11054
Total upstream investment: PhP 145.2B oil + PhP 2.2T gas through 2050

Coal: ~60% of power generation in 2022
Domestic production: 16.06 MMMT; total consumption: 36.14 MMMT; import gap: ~20 MMMT (97.7% from Indonesia)
29 active COCs as of 30 June 2023 (20 production/development, 9 exploration)
5 new COCs awarded 2021–2023 (COC 204–208)
Resource potential: 2,366.7 MMMT; mineable reserves: 386 MMMT; largest deposit: Semirara Island (~550 MMMT)
Supercritical plants: SBPL 528.1 MW (2019), Masinloc 351.8 MW (2022), GNPower Dinginin 2×725 MW (2021/2022)
DOE participated in SEACA May 2023; exploring CCUS for coal transition strategy
