MOC: Philippine Energy Plan 2023-2050

Map of Content for the entire PEP 2023-2050 — the DOE’s official medium-to-long-term energy roadmap over a 27-year horizon (base year 2022, to 2050). It replaces the PEP 2018-2040 (which remains the NDC baseline). The plan is published in three volumes, each with its own MOC below. This page is the top-level router: use the volume focus descriptions to jump to the right volume, then that volume’s section map to reach the exact digest.

Three scenarios run through every volume [PEP 2023-2050 Vol. I, Overview p.10, 2023]:

  • REF — current-policy baseline (already includes RE targets + the 2020 coal moratorium)
  • CES-1 — REF plus aggressive RE, 19 GW offshore wind, and nuclear by 2050
  • CES-2 — as CES-1 but 50 GW offshore wind
