Chapter Overview
Ch.3 presents policy roadmaps for seven power sector areas plus overarching policies, organized under three 2050 goals:
- Goal 1 — Energy Security, Resiliency, Affordability and Sustainability (Generation, Transmission, Distribution)
- Goal 2 — Transparent and Fair Playing Field in the Power Industry (Supply, Electricity Market)
- Goal 3 — Electricity Access for All (Off-Grid, Total Electrification, Overarching)
This pass covers Goals 1 and 2 (pp.100–115): Generation, Transmission, Distribution, Supply.
1. Generation Roadmap (pp.100–106)

Key Policy Items
Self-healing grid: DOE will formulate policies ensuring generation facilities integrate advanced ESS and smart-grid technologies, maintain interoperability, and adapt to high VRE penetration as RE share reaches 35% (2030) and 50% (2040) targets [PDP 2023-2050, Ch.3 Sec.1.2, p.101, 2025].
Investment incentives: DOE’s Investment Promotion Office (IPO) will facilitate roundtable discussions with lenders and financing institutions, with auction programs and WESM trading as alternatives to PSA requirements. RE grid connection is supported by the Smart and Green Grid Plan (SGGP) funded by USAID under the Energy Secure Philippines (ESP) Project [PDP 2023-2050, Ch.3 Sec.1.3, p.102, 2025]. Omnibus CO guidelines: DOE will consolidate all EVOSS processes, application workflows, and permitting procedures into one unified framework to streamline commercial operation approvals [PDP 2023-2050, Ch.3 Sec.1.4, p.103, 2025].
VPP / DER policy: Medium-term action. DERs, as defined in ERC Resolution No. 17, Series of 2023, are power sources connected to the Distribution System or End-User’s electrical system that can be aggregated to meet demand — solar, wind, hydro, storage, grid management tech, and demand response [PDP 2023-2050, Ch.3 Sec.1.5, p.103, 2025]. A Virtual Power Plant (VPP) is an aggregator that bundles and optimizes DERs for wholesale market participation. DOE is developing a policy framework for VPP deployment, including incentive programs, market participation pathways, and interoperability mechanisms [PDP 2023-2050, Ch.3 Sec.1.5, p.103, 2025].
DOJ 100% RE foreign equity: A legal opinion issued by the Department of Justice (DOJ) on 29 September 2022 affirmed 100% foreign equity participation in solar, wind, hydro, and ocean/tidal energy is permissible. This preceded and provided legal basis for DC2022-11-0034 (15 November 2022). The DOJ opinion is described as “a game-changer” for reducing RE project costs [PDP 2023-2050, Ch.3 Sec.1.6, p.104, 2025]. See Offshore Wind (OSW) .
Nuclear (NEP): EO 116 s.2020 mandated a national position study and established NEPIAC. EO 164 s.2022 (approved 28 February 2022 by President Duterte) adopted the National Position on NEP to address coal plant decline [PDP 2023-2050, Ch.3 Sec.1.6, pp.103–104, 2025]. LNG flexibility (Table 53): As of 31 December 2022, 3,500 MW committed LNG-fueled capacity expected operational 2022–2025; 9,090 MW indicative. Seven proposed LNG terminal facilities:

Key Policy Items
PAAT-TNPSO (DO2023-06-0018): Establishes comprehensive mechanism to confirm NGCP’s compliance as Transmission Network Provider and System Operator. Concession renewal assessment is explicitly part of PAAT’s scope [PDP 2023-2050, Ch.3 Sec.2.1, p.106, 2025]. Smart grid / self-healing grid: DC2020-02-0003 (National Smart Grid Policy Framework) adopted criteria for transitioning generation, transmission, and distribution to a smart grid by 2040 [PDP 2023-2050, Ch.3 Sec.2.2, p.107, 2025].
TDP enhancement: In compliance with EPIRA-IRR, public consultations created the 2022-2040 TDP. DO2017-04-0004 designated TransCo as Grid Owner to participate in TDP preparation, review, and evaluation. TransCo noted TDP projects address interconnections, generation entry, load growth, reliability, O&M, and system operation [PDP 2023-2050, Ch.3 Sec.2.4, p.107, 2025]. AS-CSP (DC2021-10-0031): DOE issued the Ancillary Services Competitive Selection Process (AS-CSP) Policy on 4 October 2021, mandating NGCP to procure required AS levels through CSP to ensure transparency, competitiveness, and broad participation. 1st AS-CSP results: 38 bidders issued Notice of Award; 36 Ancillary Services Procurement Agreements (ASPAs) executed (2 bidders declined award) [PDP 2023-2050, Ch.3 Sec.2.6, pp.107–108, 2025].
Luzon-Visayas HVDC Bipolar Operation: To enable greater power import/export between Luzon and Visayas beyond the current MVIP capacity, the Luzon–Visayas High Voltage Direct Current Bipolar Operation project is proposed. MVIP (targeting Jan 2024) provides Mindanao integration [PDP 2023-2050, Ch.3 Sec.2.7, p.108, 2025]. See Island Grid Interconnection .
SGGP: Goal is to provide grid upgrade projects and high-priority modernization projects for the DOE’s transmission plan through 2050 [PDP 2023-2050, Ch.3 Sec.2.8, p.108, 2025]. See Smart and Green Grid Plan (SGGP) .
Island interconnections (medium-term): BMIP (Batangas-Mindoro), QMIP (Quezon-Marinduque), CCIP (Camarines Sur-Catanduanes), PMIP (Palawan-Mindoro) — all covered in detail in Island Grid Interconnection .

Key Policy Items
DDP digitalization: DOE will create a DOE DDP Information System — a database system of DDP contents accessible internally and via DOE website. Current DDP Forms updated to integrate new laws, policies, and regulations into a comprehensive uniform format [PDP 2023-2050, Ch.3 Sec.3.1, p.110, 2025].
DDP timeliness: Under DC2004-02-0002 and DC2021-03-0003, DUs submit initial DDP by January 25 for review, final DDP by March 15. ECs submit through NEA (NECDDP by March 15). DUs must upload latest Power Supply Procurement Plan to CSP E-based Portal by June 30 per DC2023-06-0021 [PDP 2023-2050, Ch.3 Sec.3.2, p.111, 2025].
CSP Enhancement (DC2023-06-0021): DOE issued amended CSP circular on 30 June 2023 (published 4 July; effective 18 July 2023), streamlining CSP conduct and DOE/ERC/NEA responsibilities; enables enhancement of CSP E-based Portal [PDP 2023-2050, Ch.3 Sec.3.3, p.111, 2025].
DU performance review: Continuous assessment of DU regulatory framework — evaluates quality of service vs. performance standards, reviews DU-applicable ERC resolutions and rate-making methodology, seeks key agency evaluation for both private DUs and ECs [PDP 2023-2050, Ch.3 Sec.3.4, p.112, 2025].
Climate-proof standards (DC2018-01-0001): “Adoption of Energy Resiliency in the Planning and Programming of the Energy Sector to Mitigate Potential Impacts of Disasters” — DOE will review and upgrade existing distribution construction standards for natural hazard resilience [PDP 2023-2050, Ch.3 Sec.3.5, p.112, 2025].
DER / Prosumer incentives (ERC Res 11 s.2022): ERC Resolution No. 11, Series of 2022 (19 October 2022) provides guidelines for DER interconnection to the distribution system, COC requirements, DER pricing methodologies, and efficient energy planning using DER data. DOE plans additional policy to incentivize prosumers (e.g., tax credits) [PDP 2023-2050, Ch.3 Sec.3.6, pp.112–113, 2025].
Smart grid SDUR status: Under DC2020-02-0003 (National Smart Grid Policy Framework), majority of the 99 DUs remain at SDUR Level 0 or 1 due to acquisition and implementation challenges. DOE will review SDUR status to identify challenges and may issue supplemental policy [PDP 2023-2050, Ch.3 Sec.3.7, p.113, 2025]. RCOA Mindanao: DOE formed a TWG with ERC, IEMOP, and PEMC to harmonize RCOA, Retail Aggregation, and GEOP policies specific to Mindanao (distinct characteristics from Luzon/Visayas). ERC Resolution No. 12 Series of 2020 prescribed the timeline for implementing RCOA in Mindanao with separate rules. Target commercial operation date: 26 December 2023 [PDP 2023-2050, Ch.3 Sec.4.1, p.113–114, 2025]. Actual date was later declared as 26 March 2024 per DC2024-03-0009. Retail Aggregation pilot: The Rules for the Electric Retail Aggregation Program took effect 24 June 2022, during ERC’s Pilot Implementation at UP Diliman Campus via MoU between the University of the Philippines and Meralco [PDP 2023-2050, Ch.3 Sec.4.2, p.114, 2025]. ERC Res 01 s.2023 (switching rules): Amends Section I, Article II of ERC Rules for switching and disconnection of contestable customers — (a) initial switch to RES blocked if outstanding balance with Network Service Provider; (b) switching between RES or to SOLR permitted even with outstanding balance [PDP 2023-2050, Ch.3 Sec.4.3, p.114, 2025]. WESM/Retail Rules harmonization: Proposed amendments for the Retail Aggregation Program go through Rules Change Committee (RCC) → PEM Board approval → DOE endorsement [PDP 2023-2050, Ch.3 Sec.4.4, p.115, 2025].
RCOA threshold study: Medium-term study to assess impacts of lowering RCOA threshold to household level — covering retail market readiness, local guidelines, economic/technical impacts, and benchmarking against similar markets [PDP 2023-2050, Ch.3 Sec.4.5, p.115, 2025].
