Note: Mindanao CES 2 shows the highest coal share (31%) of any grid-scenario combination in the plan. This reflects that under CES 2, the large OSW build is concentrated in Luzon (46.1 GW) and partially Visayas (4 GW), leaving Mindanao with a smaller RE build and continued reliance on existing coal plants.

Key observations:

  • Coal committed pipeline: 2,305 MW = 24.1% of the 9,557 MW total [PDP 2023-2050, p.91, 2025]
  • RE: 38.4% (3,666 MW); NatGas: 36.6% (3,500 MW); Oil: 0.9% (87 MW)
  • 8,353 MW of the committed capacity was included in the PDP Power Outlook scenarios (the rest was already reflected in the 2022 baseline)

Moratorium Impact on Coal Pipeline

With the coal moratorium enforced from 27 October 2020, combined committed and indicative coal projects dropped from 11,289 MW (October 2020) to 3,125 MW (May 2023) — a 72.3% reduction in 2.5 years [PDP 2023-2050, p.91, 2025].

Wind dominates the indicative list (55.0% / 31,497 MW), reflecting the large DOE wind service contract pipeline. The indicative list represents pre-development projects that have secured NGCP system impact study clearances.
