Key Findings

7.1 Total Household Electrification

2022 Status (DU-reported, 2015 PSA Census basis):

  • National electrification rate: 96.2% (up from 95.4% in 2021)
  • Served HHs: 25,914,073 of 22,984,971 potential HHs
  • Unserved: 879,232 HHs
  • By DU type: ECs 94.2%; MERALCO 100%; MGSP/QTP 62.6% (23,696 HHs)

Electrification hierarchy (least-cost): grid interconnection → microgrid → PV-SHS [PDP 2023-2050, p.31, 2025]

7.2 Grid Electrification Programs

NIHE (Nationwide Intensification of Household Electrification):

  • 274,035 of 344,090 approved HHs energized in 2022
  • COVID-19 halted installation for remaining beneficiaries; DOE drafting guidance Advisory [PDP 2023-2050, p.33, 2025]

SEP (Sitio Electrification Program):

  • December 2022: 951 of 1,085 DBM-approved sitios energized under 2022 GAA
  • Estimated project cost: PhP 1.27 billion [PDP 2023-2050, p.33, 2025]

BLEP (Barangay Line Enhancement Program):

  • Converts off-grid barangays (gensets, SHS, micro-hydro) to grid connection
  • 2022–2026 target: 166 barangays; proposed budget: PhP 2.4 billion (GAA, subject to NG subsidy) [PDP 2023-2050, p.33, 2025]

7.2.2 Off-Grid Programs

DOE PV Mainstreaming (LFP Component):

  • Fee-for-Service model; ECs own and maintain hardware; HH responsible for wiring and DC loads
  • Completed: 11,113 HHs across 7 EC projects (QUEZELCO II 1,333; BISELCO 3,711; BOHECO II 530; SULECO 2,575; ZAMSURECO I 1,129; ILECO II 706; BISELCO Batch 2 1,129)
  • All projects endorsed to ERC per ERC Resolution No. 17 s.2017 [PDP 2023-2050, Table 17, 2025]

EU-ASEP PVM Component:

  • Total: 40,500 HHs across 6 ECs
  • Window 1 (10,000 HHs): LGUGC implementing; completed March 2019; EU + GPOBA financing; ECs: COTELCO, DASURECO, SOCOTECO II, SUKELCO
  • Window 2 (30,500 HHs): NPC implementing; completed September 2022; EU financing; ECs: FIBECO, BUSECO, COTELCO, SUKELCO, DASURECO, SOCOTECO II [PDP 2023-2050, Table 18, 2025]

MGSP Operators (December 2022):

  • 10 existing sites; 3 operators: PSPI (6 sites), SREC (1 site), FPIEC (3 sites)
  • Former QTP operators transitioned to MGSP status June 2022 upon MGSA-IRR taking effect
  • Site locations: Malapascua Cebu; Liminangcong/Candawaga/Cuyo/Port Barton/Balut (Palawan and Saranggani); Sitio Sabang Puerto Princesa (SREC); Lahuy/Haponan/Quinalasag Caramoan Camarines Sur (FPIEC)
  • Technologies: PSPI mostly diesel-only; SREC hybrid diesel+solar 1.452 MWp+BESS 2.44 MWh; FPIEC hybrid solar+diesel+BESS [PDP 2023-2050, Table 19, 2025]

MCPHC/ARC Palawan Award:

  • DOE PN2022-01-001 (05 Jan 2022): 39 PALECO areas declared open; PALECO CSP April 2022
  • Notice of Award: 17 June 2022 to MCPHC in consortium with Clean Grid Partners Pte. Ltd. and WEnergy Global Pte. Ltd.; SPV = Archipelago Renewable Corporation (ARC)
  • 12 lots in Dumaran, Bataraza, Quezon, Rizal, Taytay, San Vicente, and El Nido municipalities (all Palawan)
  • All solar-diesel-BESS hybrids [PDP 2023-2050, Table 20, 2025]

7.3 ER 1-94 Fund Status

As of December 2022: PhP 5.055B disbursed (78.7%) of PhP 6.425B total; PhP 1.370B remaining. DC2020-04-0008 allowed EF funds to be used for COVID-19 host LGU projects; DOE Advisory 08 May 2023 invoked Sunset Clause reverting EF back to electrification purpose [PDP 2023-2050, Table 21, 2025].

7.4 IP/ICC Extension

59 Host IPs/ICCs enlisted; 27 power generation facilities; 7 regions (CAR, II, III, V, VI, XI, XII). DC2018-03-0005 (recognition of rights); DC2019-06-0010 (administrative operating guidelines). Coordinated with NCIP for direct remittance [PDP 2023-2050, p.42, 2025].

8. EVOSS Additional Process Flows

EVOSS established by RA 11234 (08 March 2019). EPIMB administered 885 endorsements/approvals Aug 2020–Dec 2022 (Table 22). Four new process flows added 2021–2022 (Q1 2023 EVOSS integration target):

  1. Letter of Endorsement to DAR for Land Use Conversion
  2. SIS Exemption for projects <20 MW (Luzon) / <5 MW (Visayas/Mindanao)
  3. Certificate of Endorsement for P2P Limited Transmission Facilities
  4. Certificate of Endorsement to ERC for MGSP [PDP 2023-2050, p.43, 2025]

9. Major Policy Issuances (January 2021 – June 2023)

65 policies issued across 9 subsectors. Notable policies not yet fully represented in wiki:
