Key developers: Mariveles Power Generation Corp. (1,650 MW), Masinloc Power Partners (700 MW), FDC Misamis Power Corp. (270 MW), Palm Concepcion Power Corp. Net Metering (Dec 2022): 7,583 end-users / 63.2 MWp across 65 DUs (cf. 11,707 / 101.5 MWp Dec 2023 per PEP).

WESM Mindanao: commercial operation declared 26 Jan 2023 per DC2022-12-0039.
Reserve Market: targeting full commercial ops December 2023 (DC Q3 2023 announcement planned; transactions to become financially binding).
Preferential dispatch for RE: DC2022-10-0031 (05 Oct 2022) — all intermittent and FIT-eligible RE (wind, solar, run-of-river hydro, ocean) receive preferential dispatch in WESM. Biomass, geothermal, and impounding hydro may opt in.
Section 6: Missionary Electrification (pp. 28–30)
Off-grid demand (Dec 2022): 332 MW total (Luzon 79%, Mindanao 13%, Visayas 8%). Off-grid supply: 674 MW rated / 548 MW dependable; New Power Providers (NPPs) dominant.
