Scope

The document’s closing Annex — installed RE capacity by technology as of 2021 (Tables 16–23), split between facilities newly built under the RE Act and legacy facilities, with a consolidated installed-capacity summary.

Breakdown: predominantly bagasse-fired cogeneration plants in Negros Occidental (Victorias, San Carlos, Kabankalan, Silay, Binalbagan); rice husk-fired plants in Central Luzon (Isabela, Nueva Ecija, Tarlac); landfill methane recovery (Rodriguez/Montalban Rizal 8.325 MW + Payatas Quezon City 0.876+0.624 MW); biogas in South Cotabato (Biotech Farms 3.50+5.96+3.90+8.45 MW).

Small run-of-river plants dominate (most under 5 MW). Provincial governments of Ifugao own two small plants (0.20 MW + 0.82 MW).

Hydro legacy = Table 21 (904 MW with contracts) + Table 22 (2,639 MW without contracts). This ~8,055 MW baseline is consistent with NREP Ch.I which reports 7,399 MW RE as of 2019, growing with 2020-2021 additions (primarily solar and geothermal). The dominant hydro legacy (Agus cascade + Pulangi IV + San Roque + CBK) represents pre-RE Act infrastructure that the NREP builds upon.
