MOC: National Renewable Energy Program 2020-2040
Map of Content for the NREP 2020-2040 — the DOE’s flagship RE roadmap, formulated with the National Renewable Energy Board (NREB) and technical assistance from the DREAMS Project (GEF/UNDP), following national public consultation on 18 March 2021 [NREP 2020-2040, p. xiii, 2022]. It implements RA 9513 (the RE Act) and set the 35% (2030) / 50% (2040) RE-share-of-generation targets that both the PEP 2023-2050 and PDP 2023-2050 carry forward. This page is the router; the six section digests below hold the full text and data.
The NREP was originally extracted in four roughly-equal page-range passes; it has since been re-sliced along the document’s own four-chapter structure (plus its closing Annex) so each digest maps to one coherent part of the source. Chapter III — the Framework and Roadmap — is the longest, so it is split at its natural internal seam (§C = Transition Pathways & Enablers, §D = Off-Grid, Resource-Specific Programs & Roadmap). The Table 12 development-partner list, which the old pass split had cut in two, is now reassembled whole in §C.

At a glance
Headline targets [NREP 2020-2040, p.15, 2022]: RE share of generation at least 35% by 2030, at least 50% by 2040 — the 2030 figure is a reversion to the RE share the Philippines held when the RE Act was enacted in 2008, not a new high. These are the targets both PEP 2023-2050 and PDP 2023-2050 (all scenarios) are built to meet or exceed — see MOC: Philippine Energy Plan 2023-2050 and MOC: Power Development Plan 2023-2050 .
Modeling note: the NREP’s own RE Outlook (§B) did not include BESS, nuclear, hydrogen, fuel cell, ocean, or offshore wind as new-build options — these were emerging/experimental technologies at the time of the 2022 modeling run.
