Map of Content for the DOE’s official energy planning documents — the government roadmaps that set targets, scenarios, and capacity build-out for the Philippine energy sector. Each plan below has its own MOC; this page is the top-level router across plans. Use the focus descriptions to pick the plan, then that plan’s MOC to reach the exact section digest.
These are per-plan MOCs over per-section digests. The individual documents’ full cleaned/raw text lives in the section digests under each plan’s folder; provenance is recorded in each.

How the three relate
The plans nest by scope, from broadest to most specific:
- NREP 2020-2040 sets the renewable-energy targets — RE share of generation 35% by 2030, 50% by 2040 — under RA 9513 [NREP 2020-2040, p.15, 2022].
- PEP 2023-2050 carries those RE targets into a whole-of-energy plan and frames the future in three scenarios (REF / CES-1 / CES-2) [PEP 2023-2050 Vol. I, Overview p.10, 2023].
- PDP 2023-2050 operationalizes the PEP’s power-sector scenarios into concrete installed-capacity requirements by technology, grid, and year [PDP 2023-2050, p.1, 2025].
Which plan has a given number? Cross-sector energy targets, emissions, or transition finance → PEP. Power-plant capacity, grid-level new builds, or the project pipeline → PDP. RE-specific support mechanisms or RE facility inventories → NREP.
