Context

The Mindanao power situation was a critical national concern during the Aquino III administration, characterized by frequent brownouts and an insufficient baseload supply. This EO creates a coordinating body to monitor the Mindanao power sector and implement recommendations from the Mindanao Power Summit.

Key Provisions

§1 — Mandate: The Mindanao Power Monitoring Committee (MPMC) spearheads and coordinates efforts of national, regional, and local governments and power industry stakeholders to improve the power situation in Mindanao [EO 81, s. 2012, §1, 2012-07-30].

§2 — Composition: Chaired by the Mindanao Development Authority (MinDA); members: DOE, ERC, NEA, NPC, PSALM. The Mindanao Electric Power Alliance (MEPA) and Association of Mindanao Rural Electric Cooperatives (AMRECO) are enjoined (not mandated) to join as members [EO 81, s. 2012, §2, 2012-07-30].

§3 — Functions: (a) Develop a Mindanao power sector database; (b) assess current power situation and evaluate Mindanao Power Summit recommendations; (c) submit regular reports to the President [EO 81, s. 2012, §3, 2012-07-30].
