Context

The Philippine Gas Project Task Force (PGPTF) was established under EO 254 (s. 1995) specifically to pursue development of the offshore Malampaya-Camago gas reserves under Service Contract No. 38 (SC 38). Commercial operations at Malampaya began January 1, 2002, supplying fuel to the Ilijan, Santa Rita, and San Lorenzo power plants in Batangas (combined 2,700 MW) [EO 60, s. 2011, WHEREAS ¶5, 2011-09-30].

By 2011, Malampaya had generated over US$4 billion in government revenues and still supplied approximately 40% of Luzon’s power generation [EO 60, s. 2011, WHEREAS ¶6, 2011-09-30]. However, sustaining production required a Phase 2 (additional wells, completion target 2013) and a Phase 3 (compression capacity, completion target 2015) at a combined cost of over US$1 billion [EO 60, s. 2011, WHEREAS ¶7, 2011-09-30].

The reorganization reflects a broadening of scope from a single-project task force (Malampaya gas) to a multi-project upstream petroleum coordination body.

Key Provisions

§1 — Composition: PGPTF renamed Philippine Upstream Petroleum Task Force (PUPTF), chaired by the DOE Secretary, with 17 member agencies at Undersecretary level: OES, DOTC, DENR, DOF, DOJ, DILG, DFA, DND, NEDA, HUDCC, PCSD, BOC, BI, NQO, MARINA, PCG, CAAP [EO 60, s. 2011, §1, 2011-09-30].

§2 — Functions: PUPTF shall: (a) support Malampaya Phases 2 & 3 by streamlining rules; (b) resolve inter-agency issues on petroleum service contracts; (c) study long-term petroleum markets; (d) conduct public consultations with LGUs; (e) submit quarterly progress reports to the President [EO 60, s. 2011, §2, 2011-09-30].

§3 — Funding: Sourced from Special Account in the General Fund (SAGF-151) of the DOE — the Malampaya Fund (Fund 151) — subject to BTr certification [EO 60, s. 2011, §3, 2011-09-30].
