MOC: Executive Orders

Map of Content for the 32 executive-order digests — presidential issuances that create inter-agency bodies, adopt national positions, set tariff and fiscal measures, or grant relief, in the space between what a statute requires and what a department circular implements. An EO cannot override a Republic Act; where one is the operative instrument for a policy, expect a law or a circular on either side of it, and follow the inline links to both.

How to use this page

Sections group by reader intent. Compare the question against every hook and open all that materially overlap. Parenthetical years are the date the order took effect. Two entries are not current law and are marked in bold — do not read either as live policy.

Twelve of the 32 are the same recurring instrument and are collapsed into one table below rather than given twelve near-identical hooks; that series is the one place on this page where the organizing key is a year rather than a subject.

Recurring: IPP-BOT real property tax condonation

One order per cycle condoning the real property tax that LGUs assess on generation facilities run by independent power producers under build-operate- transfer and similar contracts with GOCCs (principally NPC and PSALM). The substance repeats; only the covered period changes, so find it by coverage year. Issuance skipped 2024 — CY 2024 was condoned by EO 83 in 2025.

Nuclear energy

• Digest: EO 116 (s. 2020): Study for National Position on Nuclear Energy Program; NEP-IAC Creation — Nuclear energy study; NEP-IAC created. Directs a whole-of-government study on adopting nuclear power and creates the Nuclear Energy Program Inter-Agency Committee to run it. • Digest: EO 164 (s. 2022): Adopting National Position for a Nuclear Energy Program — National position on a nuclear energy program adopted. • Digest: EO 21 (s. 2023): Policy and Administrative Framework for Offshore Wind Development — Offshore wind policy and administrative framework. Directs a whole-of-government permitting framework for offshore wind, defines the permitting agencies, and folds their permits into EVOSS. • Digest: EO 206 (s. 2016) — Sustainable RE Resource Management; Repeal of EO 186 (Geothermal Watershed) — Sustainable RE resource management; repeals EO 186. Adopts sustainable RE resource management as national policy under the Paris Agreement and, in repealing EO 186, undoes the transfer of the geothermal reservation watersheds. • Digest: EO 186 (s. 2015) — Transfer of Geothermal Watershed Jurisdiction from PNOC to DENR — SUPERSEDED (by EO 206, 2016). Transferred jurisdiction over the Tongonan, Palinpinon, Bacon-Manito and other geothermal reservation watersheds away from PNOC. Oil, gas, and petroleum

• Digest: EO 890 (s. 2010) — Zero MFN Tariff on Crude Oil, Petroleum Products, and Asphalt — Zero MFN tariff on crude oil, petroleum products, and asphalt. Eliminates the residual 3% most-favoured-nation duty, correcting the distortion left when EO 850 zeroed duties on ASEAN-origin petroleum under ATIGA but not on imports from elsewhere. • Digest: EO 113 (s. 2020) — Temporary 10% Additional Import Duty on Crude Oil and Petroleum Products (COVID-19) — LAPSED (2020-06-24). Imposed a temporary 10% additional import duty on crude and refined petroleum, on top of MFN and preferential rates, as a COVID-19 revenue measure under the Bayanihan to Heal as One Act. • Digest: EO 60 (s. 2011) — Reorganizing PGPTF into Philippine Upstream Petroleum Task Force (PUPTF) — PGPTF renamed the Philippine Upstream Petroleum Task Force. Broadens the task force’s mandate from the single Malampaya-Camago gas project under SC 38 to all upstream petroleum operations, supporting the Malampaya Phase 2 and 3 expansions that sustain gas supply to the Batangas power plants. • Digest: EO 30 (s. 2017): Creating the Energy Investment Coordinating Council (EICC) — Energy Investment Coordinating Council created. Establishes the DOE-chaired EICC to streamline permitting for Energy Projects of National Significance, and sets the criteria — investment scale, economic contribution, balance-of-payments and environmental impact, technical complexity — by which the DOE endorses a project as one. • Digest: EO 143 (s. 2021) — Creating the Energy Virtual One-Stop Shop Task Group (ETG) — EVOSS Task Group created. Stands up the inter-agency body that implements the online permitting window mandated by RA 11234. • Digest: EO 147 (s. 2013) — Creating the Philippine Extractive Industries Transparency Initiative (PH-EITI) — PH-EITI created. Establishes the Philippine Extractive Industries Transparency Initiative under the commitment made in EO 79 (s. 2012), with a Multi-Stakeholder Group chaired by the Secretary of Finance reporting on oil, gas, and mining revenues. Electrification, supply, and project siting

• Digest: EO 156 (s. 2021) — Electrification in Inadequately Served Areas; NEA Step-In Rights to OP — Inadequately Served Areas; step-in rights moved to the Office of the President. Requires every distribution utility to file a Comprehensive Electrification Master Plan that DOE may reject, directs the ERC to open the way for microgrids and DERs and to penalize non-compliant DUs, and transfers NEA’s RA 10531 step-in power over ailing electric cooperatives to the Office of the President. • Digest: EO 137 (s. 2013) — Mindanao Modular Generator Sets (Gensets) Program — Mindanao Modular Gensets Program. Directs deployment of modular gensets as a short-term fix after the Interruptible Load Program and the Interim Mindanao Electricity Market proved insufficient, pending baseload plants. Climate accounting and fiscal measures

• Digest: EO 174 (s. 2014) — Philippine Greenhouse Gas Inventory Management and Reporting System (PGHGIMRS) — Philippine GHG Inventory Management and Reporting System. Institutionalizes the national GHG inventory under the Climate Change Commission as overall lead, with four sector leads — the DOE for energy, DA/PSA for agriculture, DENR for waste/IPPU/land use, and DOTC for transport. • Digest: EO 59 (s. 2018) — Adjusting PSALM Dividend Rate to 3.3% for Selected Years — PSALM dividend rate cut to 3.3%.
