Vehicle Fuel Economy Labeling Program (VFELP)
The Vehicle Fuel Economy Labeling Program (VFELP) and its companion Fuel Economy Performance Rating (FEPR) guidelines are the primary regulatory instruments for transport sector energy efficiency in the Philippines, issued in May 2023 under RA 11285 [PEP 2023-2050 Vol. II, pp.53–54, 2023].
Statutory Mandate (Section 17, RA 11285)
Section 17 mandates that vehicle manufacturers, importers, and dealers comply with fuel economy performance labeling requirements set by DOE with the assistance of DENR and DOTr. Manufacturers, importers, and dealers must provide technical information on fuel economy rating of the engine to enable consumer-informed decision-making. DOE shall develop and conduct fuel efficiency testing guidelines to validate manufacturer claims [RA 11285, Section 17, 2019].

Vehicle Coverage
The program covers road transport vehicle categories [PEP 2023-2050 Vol. II, footnote 71, 2023]:

Coverage includes both internal combustion engine (ICE) vehicles and EVs . Plans to expand to maritime and aviation vehicles in the long term.
Purpose and Design
VFELP and FEPR are designed to [PEP 2023-2050 Vol. II, p.53, 2023]:
- Enable consumers to validate fuel economy claims by manufacturers and importers
- Facilitate selection of fuel-efficient vehicles
- Eliminate fuel-inefficient vehicles from the market
- Reduce GHG emissions from the transport sector
Implementation Infrastructure
National Energy Efficiency and Conservation Database (NEECD): A planned web-based application and online database system will integrate VFELP and FEPR data to generate statistics for future policy development. The NEECD is to be jointly developed with the VFELP online database system [PEP 2023-2050 Vol. II, p.53, 2023].
Vehicle Performance Assessment Facility (VPAF): A planned facility for gathering accurate, reliable data on road vehicle performance including fuel economy and CO₂ emissions. VPAF will equip the DOE to monitor compliance with prescribed fuel economy standards. Status: under exploration as of 2023 [PEP 2023-2050 Vol. II, p.58, 2023].

Government investment covers development and annual maintenance of the web-based VFELP database system. Private investment covers revenues from company registration, vehicle registration, and fuel economy label issuance [PEP 2023-2050 Vol. II, p.1019, 2023].
Transport Emissions Avoidance — Data Gap
The NEECP and Roadmap 2023–2050 (Table 31) lists VFELP/FEPR and EVCS transport emissions avoidance targets as “Pending data” across all time horizons. Only the long-term transport target — tied to 10% EV penetration by 2040 — carries a quantified figure of 116.54 MtCO₂e (8.22% reduction) [PEP 2023-2050 Vol. II, Table 31, 2023]. This is the most significant data gap in the NEECP, as transport is the fastest-growing energy demand sector and has the highest projected long-term energy intensity improvement (−89 to −91% by 2050 under CES). See Energy Intensity and Efficiency Indicators .
DC2023-05-0017 and DC2023-05-0016 — Regulatory Framework
Both DCs were issued simultaneously in May 2023 by Secretary Lotilla. DC2023-05-0017 (VFELP Guidelines) is the overarching mandatory labeling program; DC2023-05-0016 (FEPR Guidelines) is the companion per-class performance standard for road transport vehicles [DC2023-05-0017, §1, 2023-05; DC2023-05-0016, §1, 2023-05-23].
Implementing Unit
EUMB is the lead bureau, acting through AFETD (Alternative Fuels and Energy Technology Division) for fuel economy testing guidelines and MEPV [DC2023-05-0017, §4, 2023-05]. Field Offices assist with market monitoring. ITMS maintains the NEECD and online VFELP services. LS-GLSD adjudicates violations.
Vehicle Coverage and Classification
FEPR initially covers Class L, Class M1, and Class N1 road transport vehicles with ICE engines plus EVs (per EVIDA-IRR §5). Coverage may expand to additional road and eventually water/air transport vehicles upon EUMB recommendation, public consultation, and coordination with DENR and DOTr [DC2023-05-0016, §5, 2023-05-23].

Fuel Economy Label (FEL) and FEPR Format
The Fuel Economy Label must display [DC2023-05-0016, Annex B, 2023-05-23]:
- Fuel economy performance rating in km/L (ICE) or km/kWh (EV), rounded to nearest tenth
- CO₂ emissions in ton of CO₂/km
- Star rating (DOE to issue classification guidelines)
COPE and Technical Working Groups
A Code of Practice on Fuel Economy Performance (COPE) — specifying the FEPR calculation method — accompanies each per-vehicle-class VFELP Implementing Guideline, issued after public consultation [DC2023-05-0017, §10, 2023-05].
TWGs are convened by AFETD from IAWG members (DC2020-10-0023 §4). FEPR and MEPV must be reviewed by TWGs every three (3) years and adjustments must always increase fuel efficiency [DC2023-05-0016, §7, 2023-05-23].

Applicant Obligations
All applicants (manufacturers, importers, distributors, dealers, rebuilders) must [DC2023-05-0017, §§6–7, 2023-05]:
- Ensure approved vehicles comply with VFELP requirements and applicable MEPV
- Submit annual inventory of sales and technical files of compliant models (by anniversary of label approval)
- Pay applicable fees and fund verification testing costs
- Print FEL on visible side of vehicle; exhibit in all advertisements and publications
- Cooperate fully with DOE Monitoring Team
- Submit fuel economy performance and emission test reports to support claimed rating
Prohibited Acts
Nine prohibited acts under EEC Act §30 and EEC-IRR Rule XVIII [DC2023-05-0017, §13, 2023-05]:
- Failure to comply with fuel economy label
- Removing, defacing, or altering FEL before first sale/lease
- Providing false or misleading fuel economy information
- Selling/leasing/importing vehicles not complying with FEPR and/or MEPV
- Willful refusal to submit to on-site inspection
- Willful refusal to submit required reports
- Failure to comply with DOE enforcement orders
- Failure to register VFELP-covered vehicles
- Any violation of EEC Act, EEC-IRR, or related codes
