Transmission Development Plan (TDP)

The Transmission Development Plan (TDP) is a rolling multi-year plan prepared by the National Grid Corporation of the Philippines (NGCP) and approved by the Department of Energy (DOE), which lays out NGCP’s investment program for transmission infrastructure expansion, reinforcement, and interconnection [PEP 2023-2050 Vol. II, pp.81–82, 2023].

Current TDP

The TDP 2022-2040 was approved on 29 December 2022. NGCP’s strategic framework for this TDP is called TRANSMISYON 2040, which provides the overarching direction for transmission development over the planning horizon [PEP 2023-2050 Vol. II, p.81, 2023].

Relationship to the SGGP

The Smart and Green Grid Plan (SGGP) — formulated by DOE and TransCo from May 2023 — is designed as a supplementary plan to the TDP. While the TDP is NGCP’s own investment roadmap (subject to franchise obligations), the SGGP reflects DOE’s independent view of grid modernization requirements. NGCP is required to adopt the SGGP’s recommendations into its planning process. See Smart and Green Grid Plan (SGGP) .

OSW Grid Integration

The CEFI Roadmap (see Clean Energy Finance and Investment (CEFI) Roadmap / CEFIM Programme ) identifies inclusion of offshore wind (OSW) projects in the TDP as a critical action for enabling OSW finance and investment. Key recommendations:

  • Reform and diversify the process for selecting projects for the TDP
  • Conduct an independent comprehensive grid study on how grid infrastructure must evolve to meet climate and energy ambitions
  • Proactive joint planning by DOE, TransCo, and NGCP to accommodate larger OSW volumes in advance, reducing project costs and minimizing required onshore grid upgrades

OSW service contracts require confirmed grid connection before construction can proceed — transmission readiness is therefore a gating condition for OSW project financing [PEP 2023-2050 Vol. II, pp.122, 2023].

Competitive Renewable Energy Zones (CREZ)

CREZ designation proactively identifies high-RE-potential areas and mandates transmission investment to serve them, complementing the TDP. See Competitive Renewable Energy Zones (CREZ) .

MVIP and Island Interconnections

The TDP includes major interconnection projects such as the Mindanao-Visayas Interconnection Project (MVIP) (450 MW, January 2024 target) and the four island interconnection projects (CCIP, BMIP, QMIP, PMIP) under the off-grid development program.
