National Total Electrification Roadmap (NTER) 2023-2032
The National Total Electrification Roadmap (NTER) 2023-2032 is the government’s comprehensive strategic plan to achieve 100% household electrification by 2028, consolidating the government’s initiatives, interventions, and strategies for bringing sustainable electricity services to unserved and underserved communities [PEP 2023-2050 Vol. II, p.103, 2023].
Published: 27 October 2023. The NTER is mandated by Section 4(q) and Section 12(a) of RA 11646: DOE must prepare and publish the NTER annually on its website in consultation with public and private stakeholders [RA 11646, Sections 4(q), 12(a), 2022]. The NTER consolidates Local Total Electrification Roadmaps (LTERs) from individual DUs and integrates the Missionary Electrification Development Plan (MEDP). Statute requires it to be incorporated in the Philippine Energy Plan.
The Two Electrification Baselines
The Philippines tracks household electrification through two different measurement bases, which yield materially different rates [PEP 2023-2050 Vol. II, p.103–104, 2023]:

The NTER adopts the larger 2020 Census base, which captures a higher universe of households and therefore shows a lower electrification rate. Both figures are accurate — they reflect different counting methodologies. The NTER figure is the operative planning target.

BARMM is the critical gap: As of December 2023, only 43.1% of BARMM households have electricity access (339,985 of 789,013 potential households) — the lowest electrification rate in the Philippines [PEP 2023-2050 Vol. II, p.109, 2023]. See BARMM Energy Policy .

For the period 2024-2028, approximately 3.677 million households require electricity services — 2.706 million within EC franchise areas and 0.971 million within PIOU/LGOU areas.
Governance: Total Electrification Steering Committee (TESC)
Created by DO 2022-12-0016 (21 December 2022) to oversee implementation of electrification plans and programs [PEP 2023-2050 Vol. II, p.108, 2023]:
The TESC formulates and consolidates programs for provision of electricity to unserved and underserved areas identified by DUs and other responsible entities.
Key Electrification Programs
Nationwide Intensification of Household Electrification (NIHE)
Grid-connected program that subsidizes household wiring and kWh meter installation for previously unserved households within existing EC and DU franchise areas. As of 2022: 274,035 households energized of 344,090 with approved house wiring and meter subsidies. COVID-19 community quarantines halted installation activities for some beneficiaries; the DOE drafted an Advisory to guide DUs on fund releases and inspection upon completion [PDP 2023-2050, p.33, 2025].
Sitio Electrification Program (SEP)
Grid-connected electrification program for remote sitios. As of November 2023: 1,006 of 1,085 targeted sitios energized for the year. NEA targets energizing 10,535 sitios by end of the Marcos Jr. administration [PEP 2023-2050 Vol. II, p.104, 2023].
Solar Photovoltaic Mainstreaming (PV-SHS)
Off-grid electrification using portable photovoltaic solar home systems (PV-SHS). Joint DOE and European Union Access to Sustainable Energy Programme (EU-ASEP) undertaking; NEA is implementing agency [PEP 2023-2050 Vol. II, pp.105-106, 2023]:

Barangay Line Enhancement Program (BLEP)
Converts barangays previously energized by off-grid means (small gensets, solar home systems, micro-hydro) to grid connection. Also covers improvement of tapping points and installation of underground/submarine cables. For the period 2022–2026: 166 barangays targeted with a proposed budget of PhP 2.4 billion (to be proposed in the GAA and subject to national government subsidy) [PDP 2023-2050, p.33, 2025].
MGSP-CSP (Microgrid System Provider — Competitive Selection Process)
First invitation to bid released 27 October 2023: 98 areas / 15,645 households — representing 39% of unserved/underserved households deemed viable for microgrid systems based on household count, density, and demand. Notice of Awards expected end of March 2024 [PEP 2023-2050 Vol. II, p.108, 2023].
LFP-TEP Expansion
The LFP-TEP commenced in 2021 with NEA and NPC as implementers. The PDP 2023-2050 roadmap identifies a policy revision to expand eligible implementers to include Higher Educational Institutions (HEIs), Non-Governmental Organizations (NGOs), and qualified Distribution Utilities, beyond NEA and NPC, to accelerate 100% household electrification by 2028 [PDP 2023-2050, Ch.3 Sec.7.3c, p.125, 2025].
New Electrification Technology Tools
Visual Mapping Platform (Philippine Space Agency): DOE is developing a satellite imagery platform using PhilSA services for real-time profiling of target NTER unserved households and areas. The platform assists in due diligence for MGSP-CSP proponents and enables DOE monitoring of communities served by off-grid solutions [PDP 2023-2050, Ch.3 Sec.7.4a, p.125, 2025].
Crowdsourcing Application (Phases 1-2): DOE plans to develop a crowd-sourcing platform for voluntary reporting of unenergized household locations, enabling DOE/NEA/NPC/DUs and third-party implementers to identify and address unelectrified areas with appropriate solutions [PDP 2023-2050, Ch.3 Sec.7.4b, p.125, 2025].
PVM Dashboard: Launched as an initial step — covers existing microgrid and PV mainstreaming installations, statistics, and comprehensive listings [PDP 2023-2050, Ch.3 Sec.7.4, p.125, 2025].
Local Total Electrification Roadmap (LTER)
Under RA 11646 (Microgrid Systems Act) Section 15, each DU must integrate its Local Total Electrification Roadmap (LTER) into its DDP. DOE will issue a supplemental policy on LTER Development Guidelines to harmonize LTER preparation with DDP. The LTER will replace the barangay and household electrification provision previously in the DDP [PDP 2023-2050, Ch.3 Sec.7.3a, p.124, 2025].

COVID Sunset Clause: DOE Advisory dated 8 May 2023 invoked Section 10 (Sunset Clause) of DC2020-04-0008, reverting the Electrification Fund (EF) component of ER 1-94 back to its original purpose — total electrification of unserved and underserved areas — as the COVID-19 public health emergency has effectively ended.
