Microgrid Policy and Off-Grid Electrification
A microgrid is a localized electricity system with defined electrical boundaries that can operate independently (island mode) or connected to the main distribution grid. In the Philippine policy context, microgrids are the primary delivery technology for Geographically Isolated and Disadvantaged Areas (GIDAs) where main grid interconnection is not viable within the planning period [PEP 2023-2050 Vol. II, p.108, 2023].

Statutory Basis (RA 11646, 2022)
MGSP legal status (§6): An MGSP’s operation is not a public utility — no congressional franchise required. An ATO from ERC suffices. This is a deliberate statutory carve-out from the public utility framework to lower entry barriers for off-grid providers [RA 11646, Section 6, 2022].
Microgrid types permitted (§5): Only isolated microgrids and grid-tied microgrids operating in island mode are allowed. Synchronized-mode grid-tied operation is excluded from off-grid MGSP service.
Statutory definitions (§4):
- Isolated microgrid — no electrical connection to a DU distribution system; always standalone
- Grid-tied microgrid in island mode — electrically connected but operating standalone without drawing from the distribution system
- MSC — contract between MGSP and NPC; MGSP performs missionary electrification on behalf of NPC
- Underserved area — receiving <24 hours daily supply due to CAPEX non-implementation, PDC non-compliance, or ERC annual evaluation failing mark
End-user exemptions (§16): End-users in unserved/underserved off-grid areas (not connected to a DU distribution system) are exempt from: (a) FiT allowance under §7 RA 9513, and (b) universal charges under §34 RA 9136. These exemptions prevent off-grid communities from cross-subsidizing on-grid RE and infrastructure [RA 11646, Section 16, 2022].
DU waiver (§7): Award of an area to an MGSP constitutes the DU’s waiver of service obligation for that area — without transferring, abandoning, or modifying the DU’s underlying franchise [RA 11646, Section 7, 2022].
QTP → MGSP (§6): All existing Qualified Third Parties (QTPs) under EPIRA §59 are renamed MGSPs. RA 11646 §27 explicitly amends EPIRA §59 to effect this reclassification. QTP incentives under existing laws remain in force (§22) [RA 11646, Sections 6, 22, 27, 2022].
Off-Grid Electrification Hierarchy
DOE policy applies a least-cost hierarchy to unserved and underserved areas [PEP 2023-2050 Vol. II, p.103, 2023]:

Microgrid Technology
Existing Philippine MGSPs predominantly deploy hybrid solar-diesel-battery systems that balance renewable generation with diesel backup [PEP 2023-2050 Vol. II, Table 54, 2023]:
- Solar PV — primary generation at near-zero marginal cost
- Diesel genset — dispatchable backup and peak-load cover
- Battery storage (BESS) — buffer between solar intermittency and load; enables higher solar penetration
System sizes range from approximately 100 kW (small island community) to 1.4 MW (larger communities). The proliferation of lower-cost BESS technology is expected to increase renewable penetration within microgrids over the plan period. EC and NPC Mini-Grid Examples (as of NREP 2022)
Box 1 examples [NREP 2020-2040, p.53, 2022]:
- ROMELCO (Romblon EC) — Cobrador Island: hybridized diesel mini-grid with 30kWp solar PV + 180kWh ESS; achieved 24/7 service (vs. 8 hours diesel-only); tariff halved from PhP30 → PhP15/kWh; connections grew from 161 → 260 HH (partially ADB/ROMELCO grant-funded)
- ANTECO (Antique EC) — Malalison Island: 50kWp solar PV + 273kWh battery; 24/7 service; prepaid billing using smart meters
- All 4 QTPs in operation use solar PV hybrid mini-grids in their service areas
- Busuanga Island Electric Cooperative (BIEC) — San Isidro Island Barangay: mesh solar grid where individual SHS are connected and a smart controller automatically redistributes excess energy — an innovative community-scale model combining BIEC + EC + community partnerships
NPC planned deployments [NREP 2020-2040, p.53, 2022]:
- New RE-hybrid mini-grids: 1.2 MW cumulative across unelectrified areas
- Solar PV retrofit in 4 existing diesel mini-grids: 595kWp total:

NEA : Assisting at least 6 ECs in developing feasibility studies for island sites under the Expanded Sitio Electrification Program.
UC-ME Rationalization Context
DC2019-01-0001 (25 January 2019) — “Omnibus Guidelines on Enhancing Off-Grid Power Development and Operation”: prescribes phasing out UC-ME in off-grid areas by exploring alternative funding sources including annual NPC appropriation (Rules 10-11). RE hybrid mini-grids are identified as the most viable replacement, enabling tariff reduction and improved service quality [NREP 2020-2040, pp.47-48, 2022]. Coverage Scale
As of 2023 (NTER 2020 Census basis), approximately 2.45 million households remain unserved or underserved. DOE’s assessment found that 39% of these households — across 98 prioritized areas (15,645 HHs) — are viable for microgrid deployment based on household count, density, and load characteristics [PEP 2023-2050 Vol. II, p.108, 2023].
The remaining unviable areas are served via PV-SHS or await future grid interconnection.
IRR (DC2022-05-0017) — Key Procedural Rules
DC2022-05-0017 (21 May 2022) is the IRR of RA 11646, issued within the 60-working-day statutory deadline under §26 of the Act.
Two-track area identification: (1) DOE-declared unserved/underserved areas — identified by DOE directly; CSP conducted by DOE (or NPC/NEA by delegation); and (2) DU-identified unserved areas — included in the DU’s Local Total Electrification Roadmap (LTER), submitted annually to DOE. DOE publishes the National Total Electrification Roadmap (NTER) annually [DC2022-05-0017, §§5–7, 23.1, 27.1, 2022-05-21].
DU right to match (§14.4.3): In CSPs for DU-identified unserved areas, after the MGSP BAC publishes all price offers, the DU has 7 calendar days to tender a lower all-in price offer. If the DU matches or beats the lowest bid, the contract is awarded to the DU-operated microgrid system rather than the MGSP [DC2022-05-0017, §14.4.3, 2022-05-21].
Failed CSP: If no MGSP tenders an offer for a DU-identified area, the DU must electrify that area via DU-operated microgrid within 18 months from the lapse of the 30-day offer period [DC2022-05-0017, §14.4.8, 2022-05-21].
NPC fallback (§16.1): If a DOE-declared area CSP fails with no participating or awarded MGSP, NPC continues missionary electrification within 18 months from funding availability. NPC continues until the next CSP awards an MGSP [DC2022-05-0017, §16.1, 2022-05-21].
NPC Graduation Plan (§16.3): NPC must prepare and submit a comprehensive Graduation Plan to the DOE within 180 days of IRR effectivity, updated annually. The plan identifies which NPC-served areas are suitable for conversion to MGSP pipeline [DC2022-05-0017, §16.3, 2022-05-21].
EVOSS timelines halved (§17.5): RA 11234 (EVOSS Act) applies to all MGSP permitting, but the timeframes in RA 11234 §§13–16 are halved for MGSPs — unless a specific timeframe is provided in RA 11646 or this IRR [DC2022-05-0017, §17.5, 2022-05-21]. The provisional authority (Notice/Acknowledgement) is issued by ERC within 75 days of: DOE award + MSC execution + receipt of complete ERC application [DC2022-05-0017, §17.1, 2022-05-21].
UC-ME: NPC exclusive role (§26.5–26.7): NPC exclusively collects UC-ME from DUs, administers and disburses it to eligible MGSPs. UC-ME subsidy claims must be processed and released within 45 calendar days from submission of complete documentary requirements [DC2022-05-0017, §26.5–26.7, 2022-05-21].
MGSP exemptions (§29.5): MGSPs are exempt from: (a) RA 9136 §28 public listing requirement, and (b) RA 9136 §45(a) market share limitation (prevents entry barriers from the 30% market cap rule in on-grid context) [DC2022-05-0017, §29.5, 2022-05-21].
Institutional: DOE designated EPIMB to implement the Act within 180 days pending DBM approval of new organizational structure (§30). ERC must create a dedicated Special Division for microgrid regulation (§31).
Amendatory clause (§36): The IRR explicitly amends: CA 146 §16(c) (Public Service Act), EO 172 §8 (Energy Regulatory Board), RA 9136 §§28/43/45(a)/51(l)/59/70, and RA 11234 §§13–16 — a broad set of statutory carve-outs enabling the MGSP framework.
Competitive Selection Process for MGSPs
All Microgrid System Providers (MGSPs) must be selected through a DOE-administered CSP (or delegated to NPC or NEA ) under Digest: RA 11646 — Microgrid Systems Act of 2022 . Key milestones [PEP 2023-2050 Vol. II, pp.107–108, 2023]:
- First MGSP-CSP: Invitation to bid released 27 October 2023 for 98 areas (15,645 HHs)
- Notice of Awards expected: end of March 2024
- Unsolicited proposals allowed under the Swiss Challenge rule
- If CSP fails, NPC (for DOE-declared areas) or the DU (for DU-identified areas) continues service
Subsidy Context
Prior to the MGSA, off-grid areas were served by NPC -SPUG, funded through the UC-ME cross-subsidy. As MGSPs take over service, the UC-ME subsidy in those areas is phased out. The MGSA thus directly supports the UC-ME rationalization objective under DC2022-05-0016 — reducing the national cross-subsidy burden while improving service quality and increasing RE penetration. Existing MGSPs (December 2022)
As of December 2022, 10 MGSP sites were operational in the Philippines, operated by three providers. Former QTP operators transitioned to MGSP status in June 2022 upon the MGSA-IRR taking effect [PDP 2023-2050, Table 19, 2025]:

MCPHC/ARC Palawan Award (June 2022)
On 17 June 2022, PALECO awarded Notice of Award to Maharlika Clean Power Holdings Corporation (MCPHC) in consortium with Clean Grid Partners Pte. Ltd. and WEnergy Global Pte. Ltd., with Special Purpose Vehicle Archipelago Renewable Corporation (ARC), for a total of 12 PALECO lots in Palawan [PDP 2023-2050, Table 20, 2025].
The award followed a CSP conducted by PALECO in April 2022, authorized by a NEA Notice to Proceed (04 October 2021) under DC2019-11-0015. The 39 areas were declared open for private-sector participation via DOE Public Notice No. PN2022-01-001 (05 January 2022).
All 12 lots are hybrid solar-diesel-BESS systems. Awarded areas:

BARMM Context
BARMM presents the most acute off-grid challenge: 43.1% electrification rate (December 2023) versus the national 91.15%. The DOE-MENRE co-governance framework through the Intergovernmental Energy Board (IEB) deploys microgrids and PV-SHS as primary vehicles toward the NTER target of 100% electrification by 2028.
