The Philippine Energy Policy Wiki is a structured knowledge base of Philippine energy law and policy, built from the official texts of primary legislation, executive issuances, DOE department circulars, and government energy plans. It exists to make a scattered, PDF-bound body of policy readable, cross-referenced, and traceable to its sources.

This wiki is generated and maintained with large language models. Documents are OCR’d or text-extracted by machine, cleaned by an LLM, and summarized into wiki articles by an LLM, with human review of the process rather than line-by-line editing of every page. LLMs make mistakes: misread numbers, conflated provisions, plausible-sounding claims that are not in the source. The wiki’s defenses are structural — inline citations on factual claims, a per-page confidence rating, and a provenance chain that lets you check any claim against the machine extraction of the original document. Use those defenses. If something matters to you, verify it against the source text or the original PDF.

What is published here

The site publishes three layers of the project, in increasing distance from the original documents:

  1. Source texts (source/, 135 files) — AI-cleaned, formatted full texts of laws, regulations, and executive orders. OCR artifacts are repaired and document structure restored, but no content is added or interpreted. Every file identifies its extraction method.
  2. Raw extractions (raw/, 608 published text files) — the allowlisted, verbatim OCR, pdftotext, and htmltext output behind the cleaned source layer. These files are hosted in their original .txt or .md form. Original PDFs and operational raw datasets are not published.
  3. Digests and maps (wiki/digest/, 175 pages) — one structured summary per source document: what it does, its key provisions, its relationships to other instruments. Sorted by document type: laws (22), regulations (81, including IRRs), executive orders (32), and planning-document digests and routing maps (40). Each digest carries a doc-type: field and ends with a provenance footer linking its full source text.
  4. Knowledge pages (wiki/pages/, 120 pages) — the synthesis layer, built on top of the digests and citing across documents:
    • Concepts (82) — recurring technical and policy ideas: WESM, feed-in tariffs, retail competition and open access, missionary electrification, and more.
    • Entities (25) — the institutions of the sector: DOE, ERC, NGCP, TransCo, PSALM, NEA, IEMOP, electric cooperatives, private players.
    • Programs (13) — named government programs, each linked to its enabling law.

The separate low-confidence news corpus is not part of this release.

The digest layer exists so summaries can never be mistaken for the instruments they describe: a digest page says it is a digest, and the full text is one click away. When precision matters, follow the footer link.

Citation standard

Factual claims carry a bracketed citation naming the document, the section or page, and the date — for example [RE Act RA 9513, Section 7(a), 2008-12-16] or [PEP 2023-2050 Vol. I, Overview p.2, 2023]. A claim without a citation should be treated as unverified; pages flag known gaps rather than paper over them.

Confidence and status fields

Each page’s metadata includes:

  • confidence — high: drawn directly from a clean source text with citations throughout. medium: source partly degraded (poor OCR) or synthesis involves interpretation. low: secondary or thin sourcing — treat as a pointer, not a reference.
  • status (policy documents) — operative, superseded, repealed, pending, or draft, as of the page’s updated date. Supersession chains are noted in the page metadata where known.

Scope and caveats

  • Coverage is deepest for electric power and renewable energy; petroleum and other subsectors appear where major instruments touch them. The corpus is a curated selection, not the complete body of Philippine energy regulation.
  • Pages reflect their sources as of their updated date. Philippine energy regulation moves quickly; always check whether an instrument has since been amended or superseded.
  • This site is an independent research project. It is not affiliated with the Department of Energy or any Philippine government body.

Corrections

Errors are expected in an AI-maintained corpus, and the provenance chain exists so they can be caught. If you find one, corrections are welcome through the project’s GitHub repository.
